This position works 12 hours/month. An apartment is included. The position is located at Tryon Mews apartments in SW Portland.


Under immediate supervision, the Apartment Manager is responsible for being the steward of the assigned property, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the employee understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. The Apartment Manager is responsible for ensuring the property viability and asset value while providing the tenant with the most affordable housing possible, consistent with generally accepted housing quality standards. This is a part time position; the number of hours will be set by management. Occupant pays utilities, except for water and sewer. Employee acknowledges that housing for all household members of a managers unit is contingent upon employment (as an on-site manager) with Cascadia Behavioral Healthcare.

Essential Duties

  • Provide specified Office Hours for the tenants, as outlined per assigned property.
  • Facilitate monthly community meetings with tenants.
  • Assist with tenant issues including following up on any tenant related concerns, complaints or issues.
  • Complete Weekly Report and send to Portfolio Manager as directed.
  • Follow the Complaint Process when tenant complaints are received, using professional judgment to either resolve the complaint or escalate the complaint by communicating in a timely manner with Portfolio Manager.
  • Collect rents, deposits, and charge-backs. Adhere to procedures to ensure proper preparation of rental collection and rent posting.
  • Assist with tenant move-in and orientation of the property with new tenants.
  • Assist Compliance Department with re-certification process documents annually or as needed by meeting with tenants to assist them in completing the required paperwork. Send Compliance packets to the Administration office for proper processing. Collect final signatures from tenants.
  • Assist with tenant move-outs and associated paperwork, as needed.
  • Supervise and/or assist with the preparation of vacant apartments for re-rent.
  • Provide paperwork and information to trigger security deposit refund.
  • Maintain inventory of equipment and furnishings for the property, janitorial and ground supplies.
  • Conduct routine maintenance checks of common areas in and around the property.
  • Conduct apartment inspections as required or as needed.
  • Project need for major maintenance concerns and communicate with Housing and Maintenance departments. Respond to tenant requests for maintenance and follow up accordingly. Complete repairs or arrange for vendors through Cascadias maintenance department.
  • Maintain property, both interior and exterior. I.e. Landscaping, parking lots, sweeping, hallways, laundry, bathroom, community areas, offices, storage etc. Observe and report other landscape maintenance needs.
  • Assist in preparing annual audit work papers, documentation and procedural requirements.
  • If needed, assist the Housing Services Team maintaining records of maintenance/repair activities.
  • Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency or program requirements.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Respect and honor tenant rights and responsibilities and demonstrate professional boundaries and ethics.
  • Understand and enforce Fair Housing policies and procedures at the assigned property with all tenants.
  • Demonstrate responsibility for safety of residents, staff and property; is familiar with fire regulations and evacuation procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Perform other duties as assigned.


Qualifications

  • A High School Diploma or GED is preferred.
  • General office experience is a plus.
  • Operate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functions
  • Enter and retrieve data and prepare simple reports
  • Ability to commute to various Cascadia sites and community locations as needed
