The Academic Personnel Office is a unit with the Division of Academic Affairs. The Academic Personnel Office provides guidance and support that contributes directly to informed decision-making affecting academic personnel matters at UC Santa Cruz.

The mission of the Academic Personnel Office is to facilitate the recruitment, appointment, advancement, and retention of the most qualified and diverse faculty and academic appointees possible. The Academic Personnel Office provides leadership and oversight of academic policy and procedures in a manner that supports the overall academic goals and objectives of the Administration and the Academic Senate consistent with the campus Principles of Community.

JOB SUMMARY

Uses skills and experience as a seasoned, experienced professional with a comprehensive understanding of federal and state leave regulations and University policies and procedures to advise employees and management on leave options and family-friendly programs. Facilitates the interactive process in response to employee requests for disability accommodations. Demonstrates good judgment in selecting methods and techniques for obtaining solutions and developing recommendations relative to academic employee leave programs where analysis of situations and data requires a review of a variety of factors.

APPOINTMENT INFORMATION

Budgeted Salary: $73,850 - $100,000/Annually. Salary commensurate with skills, qualifications and experience.

Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES

70% - Leave Case Management
  • Apply comprehensive understanding of organizational policies, procedures, and practices to resolve issues and address questions related to leaves of absence.
  • Understand and effectively communicate the University's academic employee leave programs, including medical, childbearing and parental leaves; modified duties; workers' compensation; Catastrophic Leave; and the impact of leaves on personnel review eligibility (e.g., merit and promotion).
  • While maintaining confidentiality, use discretion, tact, diplomacy, and sound judgment, to counsel academic employees on leaves of absences. Determine the appropriate eligibility under Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), personnel policy and collective bargaining agreements.
  • Manage academic leaves of absence from the date of initiation through the return to work date and provide status updates to involved parties. Maintain leave documentation; prepare and send applicable letters to employees detailing the status of their leave application and leave implications (eligibility, pay, entitlements, return to work, etc.); process leave/pay calculations; update on-line systems (UCPath, Div Data, CruzPay); and function as a timekeeper while the employee is on leave.
  • Identify potential Americans with Disabilities Act (ADA) accommodation considerations and / or engage in the interactive process. Consult with the campus Disability Management Coordinator as necessary.

15% - Leave Policy Administration
  • Keep abreast of new and changing bargaining contracts (Unit 18-Lecturers, Postdoctoral Scholars, Academic Researchers, and Academic Student Employees, etc.) and personnel policies related to academic employees.
  • Provide advice and recommend strategies to manager and unit head by analyzing and interpreting system-wide and organization policies, collective bargaining agreements, academic personnel procedures and practices for addressing situations involving academic appointees Identify and utilize precedent-setting situations to recommend new organizational procedures and practices.
  • Influence and shape employee leave programs

15% - Unit Support
  • Work in a collaborative manner with others across the organization to prioritize and complete multiple assignments on time and with a high level of accuracy.
  • Provide subject matter expertise, training and direction to divisional academic HR staff and Academic Personnel Office colleagues.
  • Participate in various system-wide, campus, divisional, and unit meetings or trainings; make or arrange for presentations; produce summaries of policy/procedural decisions or clarifications; and follow-up on action items.
  • Other duties as assigned in support of the unit.

REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience and / or training.
  • Thorough knowledge of FMLA, CFRA, PFL, PDL, Workers Comp, Military Leave, ERISA, HIPAA and applicable state and federal laws.
  • Working knowledge of rules and regulations affecting employee benefit programs.
  • Ability to determine appropriate leave options available to policy-covered and union-represented employees in routine situations and unique circumstances.
  • Analytical skills to conduct analysis and develop recommendations.
  • Critical thinking skills.
  • Problem solving skills.
  • Demonstrated strong writing, speaking, and group presentation skills in order to present information in a clear and concise manner to multiple levels in the organization.
  • Organizational and time management skills sufficient to independently set priorities, coordinate and complete a number of competing assignments within established deadlines.
  • Ability to work cooperatively and effectively with students, faculty, staff and co-workers of diverse social, cultural, economic and educational backgrounds.
  • Ability to work independently.
  • Ability to work effectively as a member of a team.
  • Ability to exercise good judgement and discretion in handling confidential information.
  • Experience using standard computing tools, including Microsoft and Google suites.
  • Math skills sufficient to calculate compensation accurately.
  • Ability to provide a high level of service and adapt to shifting priorities.
  • Strong organizational and time management skills.

PREFERRED QUALIFICATIONS
  • Knowledge of a human resources management system (HRMS) and /or other related business software programs and systems.
  • Strong in-depth knowledge of UC academic personnel policies and procedures; demonstrated understanding of how leaves and accommodations interact with other functional areas such as curriculum planning and academic career progression.

SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Ability to work long periods of time at a computer with or without accommodation.
  • Since work location may be negotiable (hybrid, remote, or on campus) one of the following will be required:
    • Must be able to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
    • Will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
    • Will be required to work a hybrid work schedule, days of the week and number of days to be determined, and be able to fulfill requirements of the UCSC telecommuting agreement.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to travel to multiple work locations on and off campus.
