The City of Norfolk is seeking an Administrative Analyst to the Executive Director to join the Norfolk Community Services Board. Under general supervision of the Executive Director,
performs, coordinates, and oversees technical and office administrative duties in support of the
Executive Director, and the Executive Director's staff, and Board of Directors, including the
provision of varied and complex office duties. May supervise clerical and other support staff,
and perform other duties as assigned.

The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the CSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Essential Functions

Essential functions include but are not limited to:

  • Perform a wide variety of executive secretarial and administrative duties as required by daily operations in the Executive Director's office.
  • Services as internal coordinator for Executive Director; maintain appointment schedules and calendars for the Executive Director and NCSB Board of Directors; arrange meetings and conferences.
  • Research and analyze routine administrative projects for the Executive Director and
    prepare first draft reports on routine administrative matters.
  • Coordinate office activities and schedules; develop and recommend office procedures and systems; ensure smooth office operations.
  • Provide follow up to deliverables and assignments assigned to management staff by the Executive Director; provide status reports to the Executive Director.
  • Receive and screen communications to the Executive Director and Board of Directors,
    including telephone calls and e-mail messages, and provide assistance using
    independent judgment to determine those requiring priority attention; prioritize, channel, and facilitate communication from and to other City leadership positions.
  • Receive and distribute incoming mail; review and evaluate mail to identify those items
    requiring priority attention of the Executive Director.
  • Perform Project Management progress tracking through completion for Executive
    Director and Executive Team.
  • Develops organizational documents and presentations for Executive Team, including desk top publishing, PowerPoint presentations, and newsletters.
  • Review and summarize miscellaneous reports and documents; prepare background
    documents, as necessary.
  • Oversight of products and outward facing materials for the organization (online and on print).
  • Manages travel and other purchasing related activities for the Executive Team;
    processes payment of invoices.
  • Creates and manages a CSB-Wide activities/events calendar.
  • Coordinate, attend, and provide minutes for the Board of Directors Meetings and
    manage Board activity schedules in collaboration with the Board Clerk.
  • Represent the NCSB to the public, businesses, Board members and other agencies at
    the request of the Executive Director.
  • Performs time keeping and approval for the executive team.
  • This position MAY include oversight and training of other administrative staff.
  • Ensures administrative coverage across the department and professional support to the organization and the community.
  • Independently respond to letters and general correspondence of a routine nature.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent; depending on area of assignment, a Master's degree may be preferred.
