Overview:

As the Administrator-Access Service Center, you will be the point of contact for Interexchange Carriers (IXCs), Wireless Carriers, Competitive Local Exchange Carriers (CLECs), Regional Bell Operating Companies (RBOCs) and End User Customers for ordering switched and special access services and interconnection facilities from TDS Telecom ILEC companies. The Administrator is also the point of contact for TDS Network Services to order internal circuits for network infrastructure and Business/Carrier Wholesale Sales for circuits ordered under contract.


Responsibilities include:

  • Reviewing Access Service Requests for switched and special access service and validating the ASR against NECA, JSI, State and TDS Telecom access tariffs, contracts, network capabilities and billing/routing configurations for service availability.
  • Verifying the serviceability of the circuit address designated on the order by validating the information against the Service Availability tool.
  • Coordinating all switched and special Access Service Requests with ILEC/CLEC Circuit Design and/or the Translations team and acting as an advocate for the ordering carrier to ensure TDS Telecom’s standard service intervals are met.
  • Interpreting network channel and network channel interface codes ordered on the ASR and translating this information into the appropriate access tariff or contract rate elements on the carriers’ access billing account.
  • Supporting Carrier Account Services as requested on inquiries or disputes involving special access accounts or miscellaneous accounts billed under contract.
  • Provide pricing for interstate or intrastate tariff services which can be requested either internally (Business/Carrier Wholesale Sales or Network Services) or externally (IXC, RBOC or End User Customer).
  • Handling carrier requests for updates to jurisdictional factors (PIUs). This is done on a quarterly basis.
  • Understanding and adhering to all internal controls of the Access Service Center (MOS and SOX).
This position has the ability to work remotely in any of the 40+ States in which TDS Telecom operates.

The pay range listed for this position represents the low and high end of the base compensation range. The actual offer amount will carefully consider multiple factors, such as relevant skills, qualifications, work experience, location and/or competencies that align with the specified role. Certain positions are eligible for additional forms of compensation such as bonuses and equity awards.

Responsibilities:
  • Analyze requests for Switched Access services (trunk orders) and Special Access services by validating and when applicable, rejecting orders based on TDS Telecom access tariffs, contracts, network capabilities and billing/routing configurations. Initiate orders in MetaSolv and coordinate activities between customers (end users; IXCs; RBOCs; AEs etc.) and ILEC Circuit Design. Communicate order status to the access customer in compliance with the industry access services ordering guidelines (ASOG).
  • Establish and maintain Special Access billing accounts in the Carrier Access Billing System (CABS) including but not limited to high capacity bandwidth (DS1, DS3, OC3, OC12), Ethernet Transport Service and other access service arrangements billed under contract. Research and validate the routing and billing percentage in NECA Tariff #4, the FUSF exempt status at the circuit level and the direct trunk PIU for switched access service to ensure the ordered service is billed accurately. Update IXC direct trunks with the carrier provided PIU on a quarterly basis.
  • Establish and maintain Network Services and Carrier Relations contractual accounts in CABS including but not limited to pole attachments, tower rentals, floor space arrangements, collocations, and facility and capacity leases.
  • Maintain knowledge of FCC and multiple state access tariffs, contracts, industry standards, meet-point billing arrangements, and intrastate compensation arrangements as they pertain to access ordering and billing requirements.
  • Support Carrier Account Services as requested on billing inquiries or disputes submitted by an IXC/RBOC/End User Customer being billed for special access service(s) or service(s) billed under contract.
  • Participate in process management and general system maintenance and enhancements as needed.
  • Analyze requests for pricing for special access dedicated facilities to determine the applicable tariff. Provide pricing in a timely manner to the IXC, RBOC, End User Customer or internal Sales Team.
  • Provide assistance to team members as needed to ensure timely processing of access services functions.
Qualifications:
Required Qualifications
  • Bachelors degree (or higher) -OR- 4+ years professional work experience.
  • 2+ years of experience working in a service center that supports telecommunications carriers.
