The Department of Revenue (DOR) employs approximately 1,600 hard-working and dedicated employees throughout Colorado. This position of Agent in Charge (Criminal Investigator III) is located in the Division of Racing, Lakewood Office and will also be required to work as needed at the Division's Arapahoe Park and off-track facility located at 26000 E. Quincy Ave, Aurora, CO, 80016.
Regulatory Administration, Management and Oversight
- Serves as manager for the Enforcement and Investigations, Licensing and Veterinarian sections.
- Ensures staff in forensic laboratory is following procedures and policies for evidence received and stored and that the laboratory is following state standards and policies.
- Monitors and the various enforcement systems (ARCI, MLO, PSR and statistics sheets and veterinarian reports) used by the division to achieve the regulatory and enforcement goals of the Division and the State.
- Provides leadership to several professional employees involved in law enforcement, regulation, and investigations as well as Colorado board certified veterinarians.
- Sets performance standards and establishes goals for these employees and for the functions in which they are involved.
- Develops staffing numbers and procedures for the operational functions and submits to Director for approval.
- Trains, directs, and supervises subordinate employees whose primary function is regulatory oversight of the racing community and stakeholders. This position will review applications that have been identified as problematic and will initiate appropriate disciplinary action for presentation to the Director of the Division of Racing Events and/or the Colorado Racing Commission.
- Liaison to CSU veterinarian school for necropsy testing and veterinarian technician hires.
- Obtains intelligence information, coordinating investigations, developing policies, and negotiating memorandum of understanding between other stakeholders.
- Represents the division with other stakeholder groups to include municipal and county governments and business establishments primarily only during the live season at the track.
- Trains, directs, and supervises subordinate employees who perform these listed duties and as well as performing these duties as part of his/her day-to-day responsibilities.
- Plans, coordinates and conducts complex investigations involving multi-jurisdictional and multi-national entities for purposes of exposing and evaluating areas of tax information, financial documentation, asset identification, analysis of the capital structure of a business entity to identify all parties who may have a claim to the company's assets, have detailed knowledge about securities reporting requirements Publicly Traded applicant must fulfill, as well as how the securities markets function in order to understand how capital can be, and is raised, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation.
- Develops criminal investigative plans in response to violations of racing and other criminal laws for the unit and assigned personnel. This position has responsibility for on-going monitoring of investigations.
- Prepares written investigative reports and affidavits for search and arrest warrants. Reviews and finalizes the criminal investigative documents prepared by others. Executes warrants and collects and preserves physical and documentary evidence as well as testifies in court. Prepared detailed reports and presents finding to the Division Director and Commission.
- Position regularly reviews Division policies and procedures regarding investigations, enforcement, and regulatory information to ensure source documents are robust, complete, and adequate.
- In response to identifying a deficiency, this position will create, update, and/or modify these documents for approval by the Division Director. This may include material specific to professional standards, evidence, procedures, training, and compliance with State and Federal record-keeping requirements. During the off-season (Oct - May) this position will partner with the Arapahoe County Sheriff’s Office to improve critical incident responses and present findings and suggestions to the track and the Division Director.
- Compiles data and completes annual report to the Racing Commission to include, injuries, number of race starts, test results for human and animal drug cases, investigative cases generated as well as other metrics of merit. This data is then used to make future policies decisions, new rules and/or suggestive legislative changes.
- Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
- Establish work schedules, review, and approve worktime and absences.
- Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire with Director's approval.
- Recommend promotions and changes in pay, submit personnel actions.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
- Identify training and developmental needs, and provide training as needed.
- Provide feedback and coaching, write performance plans, and sign performance evaluations.
MINIMUM QUALIFICATIONS:
Education and Experience:
AND
Three (3) year of full-time professional investigative experience.
Current valid POST Certification in the State of Colorado or the ability to obtain a current lateral certification for out-of-state applicants.
Substitutions
Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.
Residency Requirements:
If appointed to a position, applicants from outside of Colorado will be required to relocate to Colorado at their own expense. The time frame for relocation is based on DOR needs and is typically between 30 and 60 days after an offer has been accepted.
Colorado statute requires that officers wishing to transfer be fully certified in another state and have served at least one year in the last three years to be eligible for Provisional Certification. Conditions of Employment :
- Applicants must be willing to occasionally work nights, weekends, holidays, and maintain on-call status while off-duty for emergency response.
- Must possess and maintain a valid Drivers License within the United States (at the time of application).
- Must be able to qualify and maintain qualification with a firearm.
- Certify and maintain certification in arrest control techniques.
- Applicants must be willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds.
- Random drug tests may be required of all positions.
- Due to the nature of this position, during the months when the live Racing season takes place (generally, May - Sept), the professional in this position will be required to work weekends and holidays during the summer months.
