SALARY RANGE: $113,188.35 - $169,782.53

Position Summary:

Assists the Human Services Director with daily operations of all Human Services programs including ICW, CCDP, CESS, Youth, Elders, Veteran’s and PTH. Assists in the development and implementation of the strategic goals and objectives of all Human Service clinics and programs. Promotes optimal level of health and well-being for American Indian/Alaska Natives by utilizing traditional, modern, and culturally sensitive social service practices. Assists with providing leadership and direction towards the improvement of Cowlitz Indian Tribe’s Human Service delivery system in accordance with all applicable tribal, state, and federal rules and regulations. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, and values of CIT and Human Services department.

Essential Duties & Responsibilities:

  • Provides significant input and guidance to the Human Services Director ensuring effective delivery and daily operations; is fully accountable for managing all administrative activities as assigned by HS Director.
  • Assists in the development and implementation of long and short-term strategic plans, goals, and objectives in conjunction with other Directors within HHS.
  • Assists in the improvement of effective recruitment, selection, orientation, training, coaching, counseling, and disciplining staff in the HS department. Communicates values, strategies, and objectives. Assists with planning, monitoring, and appraising job results. Assists in the development of a climate for offering information and opinions; integrating functional objectives; and providing and participating in educational opportunities.
  • Works to assist in the development of proposed policies or policy revision for approval; assists in the implementation of procedures for such approved policies and assures consistent adherence.
  • Analyzes legislative, regulatory, policy, and other industry changes; assists HS Director in providing briefings to Executive Director, Tribal Council, and Health Board or other boards as applicable.
  • Compiles statistical data and writes narrative reports on quality management findings.
  • Assists in the development and maintenance of organizational structure to meet the service needs of the community; ensures development of clearly defined job descriptions and reporting relationships of staff.
  • Assists with Human Service programs compliance with fiscal policies; recommends and directs the implementation of policies concerning budget and fiscal operations that provide sound business and fiscal management.
  • Assists HS Director in oversight of development with proposals and grants to secure additional funding and grant monies for continuation and expansion of Human Services programs.
  • Assists HS Director in recommendations for annual budgets for board approval and prudently manages resources within established guidelines; achieves the financial objectives of the organization by exercising control and implementation over the budgetary processes of all programs, facilities, and capital budgets.
  • Assists with establishment and maintenance of Human Services communication systems within HS programs and with various constituencies including other CIT departments, community, federal, state, and local agencies.
  • Assists HS Director in organizing and facilitating regular staff meetings to ensure accurate and effective communication throughout all Human Services programs.
  • Ensures compliance with federal and state regulations.
  • Maintains current working knowledge of trends and legislation in community and tribal services programs.
  • Assists in preparation and presentation of reports on the status, activities, and plans for current and future operations to the Executive Director of HHS, Tribal Manager, Health Board, or Tribal Council as needed.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional forms of government and tribal customs and traditions.
  • Knowledge of applicable federal, state, county, and local laws, regulations, and requirements.
  • Knowledge of finance, budgeting, accounting, and cost control procedures.
  • Knowledge of the interrelationships and interdependencies among various administrative services and programs within American Indian/Alaska Native communities.
  • Knowledge of the provisions of PL 930638, Indian Self-Determination, and Education Assistance Act.
  • Skill in coaching and consulting management and executive level employees.
  • Skill in operating various word-processing and database software programs in a Windows environment.
  • Skill in making effective decision in emergency situations.
  • Ability to interpret applicable federal, tribal, state, county, and local laws, regulations, and requirements.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to maintain confidentiality.
  • Ability to analyze situations and adopt appropriate courses of action.
  • Ability to establish and maintain professional relationships with co-workers at all levels.

Minimum Qualifications:

  • Bachelor’s degree in public or business Administration, Social Work, or related field.
  • Three years progressive executive management experience in human services or related management work history.
  • A combination of relevant education and related work experience will be considered.
  • Experience working within American Indian/Alaska Native communities.
  • Valid driver’s license required.
  • Must be able to successfully pass a background screening/investigation according to the established requirements below.
  • This position requires qualified applicants to be fully vaccinated including COVID-19 vaccines on the first day of employment.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee is occasionally required to lift up to 20lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance.


Work Environment:

Work is generally performed in an office/clinical setting with a moderate noise level. Situations occur where PPE is needed. Overnight travel, evening, and/or weekend work may be required. Tight time constraints and multiple demands are common.
