The Judicial Council of California is accepting applications for the position of Associate Analyst for the Judicial Council Support Unit in the Leadership Support Services Office.
The Associate Analyst performs a range of programmatic and analytic duties and assignments for the Judicial Council and Trial Court Leadership, Judicial Council Support, in its support of the Judicial Council of California, its internal committees and advisory groups, and programs. This position will primarily support the Judicial Council and its Executive and Planning Committee in its duty to oversee nominations and recommend candidates to the Chief Justice for appointment to the Judicial Council, its advisory bodies, and educational curriculum committees. The incumbent will support the unit’s budget-related activities including providing analysis to the Principal Manager and technical assistance to the administrative coordinators, and other staff as needed. The incumbent will engage in procurement activities, manage contracts, and serve as administrator for the monitoring and management of the Administrative Director’s delegations. This position also provides support for internal council staff to advisory groups and interfaces with the executive team and executive office staff, members of the Judicial Council, and court personnel.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; Remote work options for employees who live in areas surrounding these locations may be considered.
Responsibilities
- Primary support to the Judicial Council and its Executive and Planning Committee (Executive Committee) in its duty to oversee nominations and recommend candidates to the Chief Justice for appointment to the Judicial Council, its advisory bodies, educational curriculum committees, and the Distinguished Services Awards.
- Lead oversight for production and implementation of timelines, nomination solicitations, nomination reports, liaison assignments, lead staff training, and process review. Abide by strict confidentiality requirements. Serve as point of contact for JIS “super user”.
- Review and edit the chair’s memorandums to the Executive Committee. Provide feedback to advisory body lead staff. Provide training and technical assistance on chair’s recommendation memo development and protocols.
- Provide staffing and coordination of Judicial Council and Executive Committee proceedings and programs.
- Research and analyze issues, and prepare reports presenting findings and recommendations.
- Review JCARs and council reports for new Administrative Director delegations. Maintain and update repository and notify senior staff of conflicting delegations or other issues with delegations such as rule of court or legislative violations.
- Manage the closed-captioning contract. Review and authorize invoice payments. Monitor vendor and services for compliance with the contract. Measure/monitor quality assurance of captioning products. Serve as liaison to various offices and the courts in solicitation of the Leveraged Purchasing Agreement.
- Unit budget management in support of the Principal Manager as the budget liaison.
- Perform basic analysis for Judicial Council and Trial Court Leadership (JCTCL) budget. Compile and analyze budgetary information, gather data, draft documents required by Budget Services and Branch Accounting and Procurement (BAP), and track budget status and expenditures.
- Attend and report out at monthly budget meetings with BAP liaison.
Other Duties and Responsibilities:
- Attend and support Judicial Council meetings.
- Attend JCC and JCTCL all staff meetings, comply with educational requirements and other trainings determined by the agency, and travel as needed.
- Other duties and appropriate and assigned.
- Mail processing, policies and procedures for San Francisco or Sacramento office.
- Service of process backup.
Qualifications
Bachelor’s degree, preferably in public administration, research methodology, business administration, communication, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

$6,323 - $8,851 per month
