The Office of the San Bernardino County Auditor-Controller/Treasurer/Tax Collector (ATC) seeks experienced Business Systems Analysts with w ell-developed analytical, diagnostic, and problem-solving skills and excellent organizational, communication, and customer relations skills.
Business Systems Analysts are responsible for helping ATC operate more efficiently and effectively through the design and implementation of its financial and accounting systems. This includes the use of both business and information technology tools to evaluate the organization's operating systems and procedures. They will consult with managers and other leaders of functional areas to understand how they use IT systems; research emerging technologies; conduct workflow studies; analyze costs and benefits of various solutions; implement new systems and organize the training of system's users or develop written instruction manuals.
These positions will support the implementation of an enterprise Property Tax Legacy Systems Replacement solution, managing the application development and conducting business systems analysis to address ATC's technological needs.

CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Incumbent must successfully complete a background investigation (fingerprinting and work history/education check) in addition to a job-related physical exam, including a drug test.
Shift: Some positions require availability for night and swing shifts, weekends, and on-call, including holidays as needed. Indicate availability on application.

Salary increases contingent upon assessed values for prior fiscal year.
Minimum Requirements
Experience: Three (3) years of experience, within the past five (5) years, in a production environment performing business systems analysis and one (1) year developing and supporting financial and/or accounting systems, while leading IT staff.
-AND-
Education: Thirty (30) semester (45 quarter) units of completed college level coursework in information technology, business administration or a closely related field.
Applicants must submit a list of coursework, unless a Bachelor's degree has been conferred in a qualifying field.
Substitution: Additional qualifying experience may substitute for up to 30 semester (45 quarter) units of education on the basis of one (1) year of experience for 30 semester (45 quarter) units of education.
Desired Qualifications
The ideal candidate will possess:
- A Bachelor's degree in information technology, business administration, or a closely related field.
- Strong experience with business systems, systems analysis, business process mapping, and project management.
- Excellent communications skills, both written and verbal, and the ability to effectively communicate with managers and team members at all levels.
- Highly developed organizational and time management skills with the ability to lead projects and achieve desired outcomes within strict timelines.
