The Virginia Department of Agriculture and Consumer Services, Office of Charitable and Regulatory Programs, is seeking an individual to supervise the Audit and Financial Review Team, which is tasked with performing audits and financial reviews of organizations conducting charitable gaming within the Commonwealth, to ensure charitable gaming is conducted in accordance with statutory and regulatory requirements. This includes a review of financial reports submitted to the Office of Charitable and Regulatory Programs to confirm accountability for all gaming receipts and proper use of all charitable gaming funds. This position will ensure audits and financial reviews are completed within established guidelines, including the scheduling of financial data into spreadsheets, analyzing, reconciling, and evaluating financial data. Furthermore, this position will ensure audit and financial review reporting and financial analysis is accurate. This position may require the individual to communicate audit and financial review findings and related corrective actions to an organization, team members, law enforcement officials, and the courts, if legal action is necessary. Once onboarded, this position may be eligible for telework opportunities; availability, hours and duration of telework shall be approved as outlined in the Commonwealth telework policy.

Minimum Qualifications
Demonstrated ability to effectively supervise and oversee the work of others to include planning, directing, and tracking work; motivating, setting goals and objectives; training on technical issues, coaching and mentoring; interviewing and selecting; and evaluating, counseling and disciplining. Comprehensive knowledge of accounting principles/general business practices, management practices, supervision practices, and audit techniques. Knowledge of state laws and regulations pertaining to charitable gaming. Proven ability and experience in planning, implementing, and concluding all facets of the auditing function to ensure accountability of funds and compliance with charitable gaming regulations. Ability to detect and document misappropriation of funds, fraud and other prohibited conduct by analyzing financial records and recommending changes to correct deficiencies found. Ability to present gaming regulations to designated managers/operators of charitable gaming activities either in groups, at public meetings or individual basis. Ability to communicate effectively both orally and in writing with charitable gaming organizations, suppliers, legislators, and the public. Ability to work efficiently and independently. Ability to understand, interpret and apply statutory and regulatory requirements, as well as departmental policies and procedures. Proficiency using computers and standard business office software (Microsoft 365) with extensive knowledge of Excel. Demonstrated ability to work with a diverse customer population; work cooperatively with others in an office environment; and work effectively under pressure during peak workload periods. Ability to exercise independent judgment and demonstrate problem-solving skills. Must have (or be eligible for) and maintain a valid driver’s license and have a driving record that reflects a sense of responsibility for highway safety. H.S. Diploma/GED required.

Preferred Qualifications
Degree from accredited college or university with a major in accounting, finance, or business; and/or equivalent work experience. Certified Public Accountant or Certified Fraud Examiner.

Final candidate must successfully complete a fingerprint-based criminal background check and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. If the selected individual is a military veteran, they must also submit a copy of their DD214 form.
