Job description
The Benefits Marketing Representative supports the Employees and Retirees Benefits (ERB) Division in providing expert training of PEBB and SEBB benefit offerings through both in-person and online instruction. The ideal candidate will understand the human resources and payroll side of benefits administration and have experience training a variety of staff and clients in the public service domain. About the division:
The Employees and Retirees Benefits (ERB) Division within HCA is comprised of two programs with an overall spending budget of almost $5 billion, providing coverage to almost 700,000 people. More specifically, the Public Employees Benefits Board (PEBB) Program provides insurance coverage and benefits for eligible employees of state agencies, higher education institutions, employer groups, and their dependents. The School Employees Benefits Board (SEBB) Program provides insurance coverage and administers benefits for eligible employees of K-12 schools, Educational Service Districts (ESDs), Charter Schools, and their dependents.
About the position:
PEBB and SEBB Programs are helping to position the agency in successfully achieving its mission through value-based purchasing and policies that align with the Triple Aim (better health, better care, better costs).
As a Benefits Marketing Representative, you will provide training and support in-person and via various electronic means to Benefits Administrators of state agencies, SEBB organizations, employer groups, and individuals regarding enrollment and PEBB and SEBB eligibility, Washington Administrative Code (WACs), benefits and insurance, new group applications, and open enrollment.
Some of what you will do:
The Benefits Marketing Representative will administer training sessions (in-person and online) and provide day-to-day support, coaching, and training of employers to ensure accurate interpretation and uniform application of PEBB and SEBB Programs’ laws, policies, and procedural requirements. Tasks may also require the candidate to:
Contribute to the development of training materials, including but not limited to presentations, tools, informational documents, guidance, knowledge items related to PEBB and SEBB insurance benefits, eligibility and enrollment, open enrollment, new employer group participation, and retirement.- Offer training and support suggestions based on contact with employers and employees.
- Carry out marketing activities with employer groups interested in purchasing benefits, assist the ERB Division in the application process for employer groups, as needed.
- Respond to inquiries about purchasing benefits from the ERB Division including the provision of relevant and timely information to decision makers.
- Support the new group application process by providing program information to applicants and addressing related questions.
- Support new employer group leadership, benefits administrators, personnel, payroll, and benefits staff for employee transition to PEBB and SEBB benefits.
- Coordinate with the other Benefits Marketing Representatives and ERB Division employees to schedule individual and new employer group requests for trainings and presentations; respond to the requests.
- Deliver presentations and trainings for existing employers and employer groups interested in participating in PEBB and SEBB benefits, both in person and via various electronic means.
- Participate with in-person benefit fairs, specifically HCA sponsored Annual Open Enrollment Benefit Fairs, as well as other conventions and seminars BMR’s receive approval to attend.
- Deliver presentations to Benefits Administrators prior to open enrollment.
- Provide support responding to questions and requests made from the ERB Division Customer Service Unit and ERB Division staff (Medical Assistance Specialists).
- Provide lay-off presentations to Benefits Administrators of agencies and school districts, as needed.
- Identify and address errors in subscribers’ accounts and implement appropriate corrections.
- Deliver services to performance measure standards.
- Develop responses to complex questions and inquiries.
- Assist with system and data validation testing.
- Drive to training locations (with potential overnight stays) for periods of up to 5 consecutive days.
Required qualifications:
Bachelor's degree AND two years professional experience including administration, research, analysis, policy work or marketing in the health insurance industry;
-OR-
Two years as a Medical Assistance Specialist 3.
Notes: (Additional requirements)
Valid experience may substitute education year-over-year for up to four years.- Valid WA State driver’s license
- Willingness to travel statewide, year-round, for periods of a week at a time, including some evenings weekends
- Experience delivering in-person and virtual training/presentations to audiences that range from large groups to one-on-one sessions.
- Experience delivering training on software and computer systems.
- Awareness of and/or experience with the SEBB and/or PEBB Programs.
- Ability to engage in a teamwork environment.
