Supervisor-Elect Ray Mueller for San Mateo County’s District 3 is seeking well-qualified applicants for the position of Chief of Staff.

The Supervisor-Elect will take office in January 2023 and is seeking a highly experienced Chief of Staff to provide professional support and perform a wide variety of liaison, coordination, constituency, and administrative work on confidential and sensitive issues. The ideal candidate for this position will have five (5) or more years of successful work experience with a governmental, political, or legislative organization, including at least one year of specific experience in constituent services and office management.

Familiarity with the opportunities and challenges that exist for the residents and leadership of the County of San Mateo, and especially in the diverse communities that make up District 3 will be critical to success in the position. A background in planning, agriculture, affordable housing, public transportation, public finance, or public administration is also helpful. Bi-lingual fluency in English and Spanish are preferred, but not required.

Working closely with the Supervisor, the Chief of Staff will maintain an in-depth knowledge of the issues, philosophies, goals, and objectives of the Office. In addition, the Chief of Staff will provide lead direction, training, and work review for the staff working with the Supervisor, and will organize and assign work, set priorities, and follow up to ensure coordination and completion of assigned work.

Examples Of Duties:

This unique opportunity will allow a qualified individual to passionately contribute their experience and expertise to the political process in San Mateo County. The Chief of Staff will support the Supervisor in performing his duties as an elected official by:

  • Assisting constituents and others in finding solutions to problems, which may at the Supervisor's request involve traveling to sites or by written communications or telephone.
  • Gathering information regarding the opinions and preferences of the Supervisor’s constituents.
  • Resolving complex matters as they occur.
  • Developing positive working relationships with all County staff.
  • Serving as a liaison, coordinator, and spokesperson with citizens, community groups, the media, public and private organizations, and federal, state, county, and other local legislative/government agencies.
  • Conducting extensive and detailed research and analysis on a wide variety of community interests and governmental problems.
  • Facilitating a variety of special assignments such as researching and proposing new programs, evaluating services, and assembling information or possible grant applications.
  • Conferring with officials of various federal and state agencies concerning proposed or pending legislation that might impact constituents.
  • Providing advice and counsel to the Supervisor based on research, knowledge of district issues, and an understanding of the competing constituencies within the district.
  • Preparing the Supervisor for meetings by briefing the Supervisor and assembling written briefings and background materials,
  • Preparing reports and policy statements.
  • Making speeches or presentations to groups, as needed.
  • Preparing position papers, statistical reports, memos, press releases, flyers, texts for speeches and talking points, and other written materials.
  • Acting as office manager and overseeing general office operations.
  • Developing and monitoring the office budget, reviewing invoices and bills, and complying with purchasing, payment, and reimbursement procedures.
  • Serving as chief administrator of the office’s human resources functions including recruiting, training, and evaluating the office personnel of Legislative Aides and Interns, and managing Volunteers.
  • Coordinating appointments and meetings and managing the Supervisor’s calendar and staff calendars and schedules.
  • Planning and coordinating all aspects of programs, projects, and events.
  • Performing other related duties as assigned.

QUALIFICATIONS

Education/Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is five years of experience working with a governmental, political, or legislative organization, one year of which included responsibility for constituent services. Legal and/or public policy/administration experience and/or education is a plus.

Knowledge of: The purpose and structure of County government; principles, practices, and scope of urban and regional problems and political climate; federal, state, and local laws and regulations impacting the Supervisor’s constituents, inter-County relationships; current issues affecting the public and county government; legislative processes affecting local government

Skills/Ability to: Collect, analyze, and draw logical conclusions from information and data and formulate recommendations; identify problem areas and recommend solutions; interact with a wide variety of people and listen and respond sensitively and accurately; exercise integrity, tact, patience, and diplomacy; develop, coordinate, and implement plans and programs; communicate successfully both orally and in writing; use communication devices and computers to perform basic office functions; prepare technical reports; develop working relationships with staff from the County and other agencies; coordinate programmatic efforts; manage and supervise staff; organize projects, prioritize work, handle multiple tasks simultaneously, and meet deadlines; quickly read and summarize a significant volume of complex information; work collaboratively with a diverse team

License: A valid California driver license.

ABOUT SUPERVISOR-ELECT MUELLER

Ray Mueller was elected to represent District 3 on the San Mateo County Board of Supervisors in the November 2022 General Election. Previously, Supervisor-Elect Mueller served 10 years as a Menlo Park City Councilmember, holding the title of Mayor twice.

Supervisor-Elect Mueller attended the University of California, Berkely, College of Natural Resources as an undergraduate and received his Juris Doctor from the University of California, Hastings College of Law. While studying in law school, he interned at the California Office of Legislative Counsel in Sacramento. He holds a certificate in Diversity and Inclusion from Cornell University’s online platform, eCornell.

ABOUT THE BOARD OF SUPERVISORS

In brief, the San Mateo County Board of Supervisors:

  • Sets legislative policy for the efficient administration of County government and the delivery of services to the residents of San Mateo County.
  • Exercises legislative and quasi-judicial authority to promote and protect the public health, welfare, and safety of the residents of the County.
  • Serves as the governing body for the Housing Authority and 47 Special Districts; and consists of five members who are elected to four-year terms, who may serve a maximum of three consecutive elected terms.
