The position of Business Intelligence Consultant will reside in the Business Operations Support & Services (BOSS) Group of Revenue Measurement & Control (RMC) and will report to the Customer Account Manager of Performance Reporting, Analysis and Planning. This position will support meter-to cash processes and quality assurance for over $1 billion in annual billed revenue for utility services, the Remote Service Switch Automation & Optimization objectives, Austin Water’s transition to Advanced Metering Infrastructure ( AMI ) as well as the $32.5M Manual Water Meter Services Contract.
The Business Intelligence Consultant will be accountable for providing business operational support and aiding in Performance Reporting, Business Intelligence, Contract Management support, Data Analytics support, Smart Meter Automation (remote on/off capabilities of two-way smart-meters), Manual Water Meter Reading Analysis, Dispatch & Field Support.
Other responsibilities of the Business Intelligence Consultant include: partnering with decision makers, system owners, and end-users to define business, technical, and operational requirements; leading requirements gathering sessions; understanding and identifying business/technical level failures impacting business operations; and analyzing data from various systems (e.g., Mobile Workforce Management (MWM), Oracle Field Services (OFS), AMI Head-end, CC&B, the Meter Data Management (MDM), etc.) to identify and mitigate issues. The Business Intelligence Consultant will also be responsible for facilitating group discussions with the BOSS team and RMC stakeholders (e.g., Billing Services Management, Advanced Technologies, Collections, etc.) for Completed Staff Work (findings/conclusions/recommendations) through data analytics, field investigations, or other escalation paths. Interaction with other City of Austin Utility groups may also be required when analyzing data for specific exceptions, escalations and customer related issues to closure.
The Business Intelligence Consultant will also: 1) develop a plan to consistently improve business processes, 2) provide findings and conclusions to develop compelling business reasons to support recommendations / suggested improvements and 3) work both independently and in a team environment to achieve performance standards.

Preferred Qualifications
  • Professional experience in a related lead or supervisory role including providing technical leadership, training, and guidance to others
  • Experience with project management including overseeing project timelines, deliverables, and cross-functional collaboration
  • Experience leading key programs and initiatives to improve the customer experience including using complex models, use cases, and process flows to interpret data and make process improvements
  • Skill in business systems analysis and experience leading requirements gathering sessions (technical and functional) with decision makers, system owners, and end users to elicit technical specifications, business processes, and make recommendations
  • Skill and experience with research and analysis of complex data from databases to identify service trends, forecast service levels, and develop strategies (findings, conclusions, recommendations) for management/stakeholder reporting
  • Skill and experience with Structured Query Language (SQL) including creating, modifying and running complex queries
  • Experience with contract management, vendor performance monitoring, quality assurance, and working cross-functionally with stakeholders
  • Skill in verbal and written communication to effectively translate business and technical requirements to produce non-technical deliverables
  • Experience working with a table-based customer billing system such as Customer Care & Billing (CC&B)
  • Advanced proficiency with Microsoft Excel
  • Current certification and experience in one or more of the following disciplines: Six Sigma, PMP/PMI, Root Cause Analysis

Duties, Functions and Responsibilities

  • Analyzes business and functional requirements and translates these requirements into robust, scalable, and operable solutions.
  • Collects, analyzes, and shares data to help business teams drive improvement in key business metrics, customer experience, and business results.
  • Utilizes database and web application technologies to design, develop, and evaluate innovative business intelligence tools and automated reports.
  • Designs, develops, and tests BI solutions such as databases, data warehouses, queries and views, reports, and dashboards.
  • Performs conversions, imports, and exports of data within and between internal and external software systems.
  • Merges BI platforms with enterprise systems and applications and documents new and existing models, solutions, and implementations.
  • Enhances the performance of BI tools by defining data to filter and indexes.
  • Troubleshoots BI tools, systems, and software. Troubleshoots reported data loads or reconciliation inconsistencies in conjunction with the sites for data models and/or reports.
  • Tracks, monitors, and analyzes performance and production issues, and implements improvements.
  • Supports and helps manage external resources, such as service providers and vendor support and participates in vendor evaluations.
  • Maintains the quality of Metadata Repository by adding, modifying, and deleting data.
  • Provides input to the development of data/information quality metrics.
  • Tracks and reports on issues and enhancement requests for the business in a timely manner.
