Division of Health Benefits employees with an approved hybrid telework schedule are currently expected to work onsite at their assigned duty station at least 8 working days per month. More information on this arrangement may be obtained at the time of interview.
This position’s duty station is assigned to Dix Campus in Raleigh, North Carolina.
Position Summary
This position is part of the Business Technology Relationship Management (BTRM) team. This unit is responsible for managing the relationships between DHB program and functional areas and the technology that supports the DHB mission. BTRM manages requirements management, Change Service Request (CSR) generation, change prioritizations, defect identifications, User Acceptance Test (UAT) scripts and execution, training, reporting, and dashboard management. This unit is also responsible for ensuring a working relationship within DHHS to engage all application teams to support DHB in terms of business technology strategy, planning, requirements, prioritization, CSRs, defects, training, testing, and operating agreements.
This position serves as a technology liaison for Medicaid business areas. The incumbent will understand and anticipate technology and information needs and translate those needs into requirements that can be realized by the appropriate technical service organization and/or vendor. The incumbent must be proactive in understanding business processes and policies and partner with business areas to plan, coordinate, and assist in the implementation of required technology and information change. This position has a focus on reference data and expertise in editing, national code sets and the interaction between procedure codes and other data.
Job Specific Responsibilities
- Provide claims system research and analysis for the DHB business partners to correct or enhance the claims adjudication process to align with State policy for practitioner services, ancillary services, and community-based services.
- Actively participate in the technology delivery life cycle to define initiatives.
- Prioritize, write, and track Change Service Requests (CSRs).
- Clarify requirements and approve designs.
- Support acceptance testing.
- Support training and adoption of new technology.
- Facilitate defect identification and resolution.
- Assess current environment and partner with service providers to define technology needs, both short and long-term.

Recruitment Range: $61,209 to $83,186

Management Preferences:
- Previous and proven work experience at Division of Health Benefits/NC Medicaid.
- Familiarity with relevant and current NC Medicaid operations.
- Experience in a Medicaid or other health care or managed care program.
- NCTracks experience.
Minimum Education and Experience Requirements
Bachelor’s degree from appropriately accredited institution in a discipline related to the area of
assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience
Degrees must be from appropriately accredited colleges or universities.
