Summary of Functions
The Administrator is responsible for the implementation, administration, fiscal management, and supervision of Camas Path Behavioral Health (CP-BH) clinical services and programs for youth and adults. Services and programs include Mental Health (including Psychiatrist), Chemical Dependency (Substance Use Disorder), Responsible Gaming (problem gambling disorder), Employee Assistance Program, Community Outreach & Prevention, The People’s Place- Transitional Living, and other support services for BH. The Administrator ensures that all CP-BH Programs and services are culturally proficient for the populations served.
Essential Duties and Responsibilities
- Administers the daily operations and activities of Behavioral Health (BH) programs and services.
- Ensures that quality services are provided to the Kalispel Tribal Membership and local community.
- Develops program goals and objectives and prepares and manages the annual BH budget.
- Plans, directs, and supervises personnel and activities for BH programs and services.
- Develops and implements overall Camas Path Behavioral Healthcare goals and objectives through operating and marketing plans. Works with Planning and Grants department to seek alternative funding resources.
- Develops and maintains outpatient services which include, but are not limited to outpatient, intensive outpatient, DUI client assessment, mental health counseling and substance use prevention.
- Provides mental health counseling and problem gambling counseling services to the tribal membership, members of other tribes, tribal employees, and community members.
- Develops and implements policies, procedures, and protocols for the Mental Health, Chemical Dependency, Employee Assistance program, The People’s Place- Transitional Living and other support services for Behavioral Health (e.g. case management to support clients).
- Provides support in the planning, development, execution, and on-going evaluation of CP-BH health care programs and clinical services, ensuring that appropriate professional standards, licensing/certification, and grant requirements are met.
- Is administratively responsible for BH budget planning and management, including Tribal, State, Federal contracts, agreements, and grants.
- Serves as principle professional advisor to Behavioral Health staff in all phases of operations of the division and its programs.
- Ensures maintenance of client and program records for Tribal and other agency compliance, and for use in preparation of required reports to the tribe and other agencies.
- Collaborates and networks with other service providers, governments, and agencies to maintain working relationships, resources, and service provisions.
- Provides consultation and guidance to staff in addressing client management, crisis intervention and emergencies to ensure adherence to professional standards and policies.
- Provides chart review, facilitates peer review and related activities as needed to ensure quality of services. Oversees charting and documentation according to approved standards.
- Ensures continued compliance with all applicable rules and ethical standards, including client confidentiality and privacy (HIPAA and Federal Drug and Alcohol Regulations); and legislative/regulatory rules and requirements as established by Tribal, State or Federal agencies or applicable independent accreditation bodies.
- Ensures compliance with applicable laws and regulation (e.g., IHS, WA WACs) with Camas Path Behavioral Health’s processes and procedures, including charting/documentation, billing and Q&A.
- Responsible to oversee employees and actions for effective billing for BH services. Works, in collaboration with the Kalispel Tribe Finance Department and Camas Path Billing Department to maximize funding, collection and use of third-party resources.
- Ensures the review and approval of contractual relationships with insurers, hospitals, physicians, specialists, or other providers delivering behavioral health services to Camas Path clients.
- Contributes to the development of client-sensitive policies and procedures supporting the delivery of programs and services.
- Coordinates and provides services, training, and other related staff development activities.
- Develops and maintains an aftercare program (including family education and support) that supports adults and youth engaged in Camas Path services after attending an inpatient treatment.
- Works with staff to ensure compliance with Federally funded treatment grant requirements.
- Coordinates with staff to ensure compliance with all appropriate professional standards (including facilities and clinician licensing, and certification requirements).
- Collaborates with staff ensure coordination among all programs and services, providing guidance and support for an integrated case-management approach to client services.
- Actively works with local, state, federal and private-sector representatives to develop resources and support for behavioral health care programs and services.
- Develops and maintains working relationships with appropriate Tribal, Federal, State and/or local agencies concerning the provision of behavioral health care services; develops joint programs and agreements with external agencies or individuals to support quality, cost-effective behavioral health care.
- Serves as member of Behavioral Healthcare related boards, committees, workgroups as assigned.
- Attends required meetings and training as appropriate.
- Additional duties as assigned.
Supervisory Responsibilities
The Administrator directly supervises BH professional and service staff, including BH Records Specialist, carrying out supervisory responsibilities in accordance with the Tribal organization’s policies and procedures and applicable laws. Responsibilities include interviewing, hiring, training and development of employees; planning, assigning, and directing work; appraising performance; rewarding and issuing corrective action when required; addressing complaints and resolving problems.
Qualifications
- A minimum of a master’s degree in Public Health Administration, Psychology, Psychiatry, Counseling, Social Work or related medical field and a minimum of five years of experience in supervising and delivering mental health services in a clinical setting. - Experience must include a minimum of three years supervising behavioral health professionals.
Work Environment
- The work is performed primarily in an office/clinical setting; significant portions of the job require extended sedentary periods; work with computers, including extended periods of keyboarding; and repetitive motion of hands and wrists.
- This position requires moderate amounts of standing or walking and the ability to lift up to 25 lbs.
- This position requires regular local travel to and from Spokane and Usk, occasional regional travel, and infrequent national travel.
- May require protective gloves or other appropriate personal protective safety equipment for protection from potential exposure to contagious and infectious diseases and body fluids.
- Potential exposure to unpredictable behavior from patients, families and visitors.
- This position requires the ability to safely operate a motor vehicle.
- This position may require moderate amounts of work to be performed outside general business hours. Evening meetings or sessions, weekend work or on-call status may be required.

Experience
Required- Must have completed coursework required by WA State related to clinical supervisory training.
- Demonstrated knowledge of current theories and best practices in the areas of treatment, prevention and aftercare therapy for mental health and chemical dependency.
- Working knowledge of physiological, psychological, behavioral, and social variables of alcoholism and other substance abuse.
- Working knowledge of the professional, clinical, and legal aspects of program operations for delivery of comprehensive outpatient services in a system of care for mental illness, chemical dependency, and problem gaming.
- Demonstrated experience and knowledge of interviewing and counseling techniques, including skill in counseling and relating to persons with mental illness or substance abuse problems and their families.
- Demonstrated skills and ability to supervise professional and support staff.
- Demonstrated experience utilizing management principles and practices, including the optimum use of human and material resources for the benefit of effective and efficient operations and service delivery.
- Working knowledge of planning and managing budgets.
- Requires experience and knowledge of the certification and licensing process requirements for chemical dependency and mental health professionals.
- Requires experience working with computers and software including familiarity with Microsoft Office Suite and behavioral health electronic records & software programs.
- Ability to develop data collecting mechanisms in service delivery system.
- Requires excellent verbal and communication skills with the ability to communicate at a highly professional level with group and individual consultations, electronic communications, and written correspondence.
- Requires excellent organizational skills including the ability to interpret and provide verbal and written instructions and direction to subordinates, and the ability to meet established deadlines.
- Must have strong presentation and writing skills including the ability to draft professional reports, procedure manuals and other professional documents.
- Must possess a thorough understanding and appreciation of the vision and needs of the Kalispel Tribe and Camas Path BH, while demonstrating an awareness of culturally sensitive issues.
- Ability to analyze complex problems and determine effective, efficient means for resolution.
- Ability to interpret and apply tribal, state, and federal guidelines, and policies and procedures.
- Ability to analyze statistical data and prepare clear and concise reports and make recommendations for short- or long-term planning based on data.
- Have or be able to obtain WA State certification related to Clinical Supervision.
- Valid WA or ID Driver’s License and insurability under the Tribe’s auto insurance policy.
- Licensed Psychologist or Licensed Mental Health Professional and Certified Substance Use Disorder Professional credentials are preferred.
