The primary purpose of the Certificate of Need Project Analyst is to review and analyze certificate of need applications proposing new institutional health services.

Job responsibilities include:

  • Prepare detailed written findings that document the basis of the decisions.
  • Defend decisions in contested case hearings at the office of Administrative Hearings.
  • Monitor the development of approved projects to ensure that certificate holders comply with the terms and conditions of approval.
This position is located on the beautiful Dorothea Dix Park, just outside of downtown Raleigh.

About the Division of Health Service Regulation and the Healthcare Planning and Certificate of Need Section:
The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Healthcare Planning and Certificate of Need Section provides support to the NC State Health Coordinating Council in the development of the annual State Medical Facilities Plan which determines the need for new health care facilities and services in North Carolina, and through the CON process to help provide both economic and geographic access to high quality cost effective services, to enhance the physical quality of health care facilities, and to help ensure their efficient utilization.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must document on the application that they possess all of the following:

  • Knowledge of healthcare delivery systems, healthcare strategic planning, and/or regulation of healthcare facilities and healthcare policies and programs at the State and Federal level.
  • Ability to analyze and interpret assumptions and methodologies and interpret regulatory and statutory language.
  • Ability to analyze and interpret complex financial statements.
  • Advanced written and verbal communication skills.
  • Ability to write clearly and concisely and articulate positions clearly,
  • Ability to manage numerous diverse projects simultaneously through effective priority setting, efficient use of time and attention to detail and accuracy.
  • Advanced skills in MS Word and Excel and intermediate skills in MS Access.
MANAGEMENT PREFERENCES:
Legal training, healthcare planning, or accounting experience.

Minimum Education and Experience Requirements

Master's degree from an appropriately accredited institution in Health Administration, Public Health, Public Administration, Business Administration, Accounting, Juris Doctorate or Certified Public Accountant, and two years of experience in health care financing, health care administration, program evaluation, or closely related field;
-OR-
Bachelor's degree from an appropriately accredited institution and four years of the above experience;
-OR-
an equivalent combination of education and experience.
