The Chief Executive Officer, under the direction of the Board of Directors, will execute and administer TBHS’ programs, support the Agency’s vision and mission to serve the community, assess community need/demand for mental health services and maintain open communication with other community agencies which share in the delivery of human services. The CEO is responsible for the overall direction and leadership of the entire program including oversight of all staff; periodic review of policies, procedures and practices to ensure they are current with federal, state, and local statues; and acts as liaison between the board and Michigan Department of Human Health and Services.

GENERAL JOB DESCRIPTION

The Chief Executive Officer shall function as the chief executive of Tuscola Behavioral Health Systems and shall execute and administer the program in accordance with approved plan and budget, the general policy guidelines established by the Board, the applicable county procedures and regulations, and the provisions of Chapter 2 of the Mental Health Code and other pertinent statutes and rules of the State of Michigan.

The individual in this position supports the Agency’s vision and mission and seeks to impact the Agency’s ability to serve individuals, their families and the community in a positive manner.

AREAS OF RESPONSIBILITY

  • Has responsibility for the overall administrative direction and leadership of the entire community mental health program.
  • Has responsibility for annually reviewing the administrative and program operations of the program and reporting the findings to the board.
  • Has responsibility for assessing community resources and the degree of need/demand for mental health services. From this review, decisions will be made regarding implementation of programs/services.
  • Conducts periodic reviews of policies, procedures and practices to ensure that they are current with federal, state and local statutes, policies, or rules, and communicates policies to all who need to use them for decision making.
  • Has overall responsibility for all human resource functions of the Agency.
  • Meets regularly with senior level staff in order to enhance program communication with ongoing assessment and review.
  • Responsible for knowledge about recipient rights for individuals served and the procedures governing these rights, including the results from recipient rights issues
  • Provides primary liaison between the board and the Michigan Department of Health and Human Services; and is responsible for conveying Departmental priorities to the Board as well as conveying board priorities to the Department.
  • Maintains open communication with other community agencies which share in the delivery of human services.
  • Responsible for organizing and preparing appropriate written material or oral reports for all Board meetings and committee meetings; or having available appropriate personnel from the staff or other appropriate individuals to report to the Board.
  • Attends local, state, regional, or national meetings as appropriate and useful to the furtherance of the TBHS program.
  • Observes all rules of confidentiality as it relates to information related to individuals served, both internally and in dealing with outside individuals and/or agencies and all the state agencies, regulatory or professional guidelines and practices.
  • Ensures that all responsibilities delegated to the CEO through the Board Ends policies are carried out in the areas of: Promotion, Advocacy, Services, Collaboration, Resources, Compliance, Education and Training and Empowerment.

REQUIRED QUALIFICATIONS

  • Education: Per Michigan Department of Community Health, Mental Health and Substance Abuse Services Administrative Rules R330.081 a. Possession of a Master’s Degree in Social Work, Psychology, Public Health, Business Administration, Management, or other similar field related to mental health public administration required.
  • A minimum of five years of professional administrative experience in management required. The areas of community mental health administration, hospital administration, public administration, institution management, business administration, or public health are deemed to be relevant fields of management.
  • A minimum of two years at a senior administrative level within a human services program, is required.
  • Licensure: Compliant with educational degree
  • Knowledge and understanding of the Michigan Mental Health Code and related state and federal laws and regulations.
  • Knowledge of the principles and practices of administration and management.
  • Knowledge of governmental procedures for budgets, allotments and fiscal controls.
  • Ability to understand and work well with a wide variety of mental health disciplines.
  • Knowledge of community processes including political mechanisms and statutory requirements of the community agencies delivering human services.
  • Knowledge of the principles and practices utilized by various mental health disciplines in carrying out service programs.
  • Ability to plan and organize the work involved in developing and maintaining a community mental health agency.
  • Must be able to effectively communicate in verbal and written form.
  • Demonstrates awareness, sensitivity, knowledge, and use of appropriate approaches, skills, and techniques that reflect an understanding of the social, cultural, and economic diversity of the target population served by the Agency.
  • Must be knowledgeable about and actively support 1) culturally competent, recovery- based practices, 2) person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals, and 3) a trauma informed culture of safety to aid individuals served in the recovery process.

Compensation:

Salary Range: $120,000 - $160,000 commensurate with the position being offered and the individual experience of the employee.
