Under the general direction of the CEO, the CFO will be responsible for supporting the Sumit Community Care Clinic mission and vision by directing the organization’s financial planning and accounting practices to ensure the financial security of the organization. The CFO will continue to build and manage effective and streamlined administrative and financial systems including accounting, revenue cycle management.


The CFO must demonstrate regard for the rights of all patients and provides respectful and considerate care focused on the patient's individual needs. The CFO will provide a safe and confidential environment for patients, families, and personnel.


As a condition of employment, Summit Community Care Clinic requires COVID-19 vaccination of all clinical and non-clinical staff.


Essential Functions:

  • Promotes the philosophy and mission of the Care Clinic.
  • Demonstrate accountability and responsibility for duties and tasks associated with the position.
  • Acquire, maintain, and demonstrate appropriate knowledge level and competencies.
  • Act as a representative of the clinic with patients, staff, and the general public in a professional and supportive manner.

Strategy and Vision Financial Planning

  • Participates with leadership team in short- and long-term strategic planning and development of payment rates, financial models, and fiscal planning objectives to meet short- and long-term goals.
  • Implements goals and measurable outcomes of the Care Clinic Strategic Plan as they relate to CFO’s finance and administrative responsibilities.
  • Serves as a member of the Leadership Team and leads Committees as assigned, regularly participates in Board of Directors’ and Board Finance Committee meetings. Serves as ex-officio member of Board.
  • Responsible for financial analysis of all income and expenses to assure the development of financially viable project budgets and long-term financial viability.
  • Participates with the CEO and management team in the development of business plans, budgets and for financial grant applications.
  • Directs loan activities including debt ratio calculation and prepares reports of compliance with lender requirements.
  • Participates in State & Federal payment reform activities.

Financial Policies and Procedures

  • Develops, maintains, monitors, and enforces accounting policies, procedures, and internal controls in accordance with Generally Accepted Accounting Principles.
  • Establishes and maintains the organization’s system of accounts assures integrity of books and records for all transactions and provides for security of transaction records.
  • Develops policies and procedures on purchasing activities and prepares vendor and management reports analyzing purchasing practices.
  • Creates and ensures adherence of sliding fee scale, discount policies, billing, and collections policies.
  • Ensures timely and accurate reporting of financial and management reporting for federal and state funders, foundations and Care Clinic BOD, leadership team, Providers, Managers, and line staff.
  • Coordinate all financial audit activities and proper filing of tax returns; ensure legal and regulatory compliance regarding all financial functions including federal audit, financial audit and HRSA site visits.
  • Coordinates and directs preparation of the annual capital and operational budgets, provides financial forecasts and variance analysis, and presents budgets to the executive leadership team and the BOD.
  • Provides budget and contract analysis and monitors contract compliance regarding financial measures required by funding sources.
  • Oversees cash flow planning and ensure availability of funds as needed, banking relationships and cash, investment, and asset management.
  • Assures compliance with all HRSA requirements related to financial management, budgeting, federal grant administration, sliding scales, billing, and collection.
  • This position works closely with the Chief Quality Officer (Compliance) in formulating, administering, implementing, and monitoring compliance policies and procedures in adherence with the Compliance Policy.

Personnel and Contract Management

  • Responsible for the hiring, training and evaluation of all Finance and Billing/Reimbursement staff.
  • Provides coaching to employees to achieve success.
  • Establishes and oversees work assignments for Finance and Billing/Reimbursement staff and/or contractors.
  • Analyzes staffing needs and assign personnel as appropriate in the Department.
  • Counsels and discipline staff as appropriate within the company’s policy and guidelines.
  • Trains staff on new procedures and organizational policies and procedures appropriately.
  • Travels to all Care Clinic sites as necessary and/or required.

Payroll Management

  • Ensures compliance with all State and Federal requirements in financial areas of payroll, and tax law in collaboration with human resource department.

Patient Revenue Generation and Management

  • Evaluates operations to identify cost containment and increased revenue opportunities and recommends operational changes to leadership team and managers/supervisors.
  • Assures that the Care Clinic maximizes revenue from payers and patients by maximizing billing rates and collections in accordance with state and federal guidelines and Board policy.
  • Directs implementation of appropriate systems to comply with all State, Federal and other third-party payers to ensure maximized reimbursement and minimize pay cycles.
  • Creates and oversees strategies for integrating productivity and operating costs.
  • Evaluates, monitors, and recommends updates to charge master, discounting and billing and collections policies to the CEO and Board.

Reporting

  • Preparation of reports including but not limited to, Cost Reports for Medicaid and Medicare, UDS and other required HRSA reports.
  • Creation and maintenance of financial performance measures or dashboards

Collaboration

  • Participates and collaborates with Board and management committees and departments as appropriate in relation to financial management functions.

Additional Requirements:

  • Grants are a vital part of Care Clinic revenues and directly or indirectly support all positions. This role may have responsibilities that are closely associated with grant deliverables. Grants and grant responsibilities may change over time.
  • Complete all required trainings as designated by HR and the position supervisor.
  • Adhere to all policies within organization and those outlined withing the SCCC Employee Handbook.
  • Comply with all SCCC Vaccine Mandates.
  • Comply with all applicable Credentialing and Privileging requirements timely.
  • Embrace the SCCC Mission and Vision and agree to work within the SCCC Guiding Principles and the principles set by the position supervisor.
  • Complete additional duties as assigned by the CEO.
  • Must participate in quality assurance/ improvement activities when applicable.

Education/Experience:

Must Haves to be Successful:

  • Bachelor’s Degree in Accounting or Business Administration with a specialization in accounting or finance.
  • Five years progressively responsible management experience in Finance, preferably in a health care environment.
  • Master’s degree in Business Administration or Accounting or equivalent experience.
  • Exhibit cultural competence and exceptional teamwork skills.
  • Ability to present facts and recommendations effectively in oral and written form.
  • Ability to teach and educate and to articulate positions effectively
  • Ability to effectively coach and counsel employees, as well as definitive mentoring skills aligned with adaptive leadership principles
  • Ability to read, write and clearly speak the English language.
  • Ability to interpret a variety of instructions and deal with multiple linguistic cultural variables.
  • Ability to relate cooperatively and constructively with patients, co-workers, administration, physicians and providers, community agencies, referral sources, regulators, and other health team members.

Supervisory Responsibilities:

All financial management, billing and collections staff members and volunteers.

The work environment is in a healthcare setting and can be fast paced and involves communication with patients and medical personnel. This role is highly clerical in nature.
