The Village of Seneca, Illinois is seeking a qualified and motivated individual to fill the position of full-time Police Chief. Seneca is a small community located in LaSalle and Grundy Counties.
The population is 2,353 as of the 2020 census. Seneca is a small, rural community located close to Interstate 80.

The Police Chief directs all activities of the police department, and reports directly to the
Commissioner of Public Health and Safety and the Mayor. The Police Department is staffed with four (4) full-time police officers, six (6) part-time police officers, two (2) school resource officers and the Chief.

The starting salary for this position is negotiable. The Village offers a competitive benefits package to include medical, dental, vision and life insurance. The Village also offers paid holidays, vacation, personal days, sick leave, and is a member of the Illinois Municipal Retirement Fund. A valid driver’s license is mandatory to be considered for this position.

The hired candidate must meet and maintain minimum training requirements for the position and obtain certification as a certified law enforcement officer through the Illinois Law Enforcement
Training and Standards Board (ILETSB).

The new Chief must be a strong, results-oriented police manager who develops and mentors command staff and subordinate personnel through clear direction, delegating without micromanaging, and maintaining accountability. They should possess well-developed leadership skills that demonstrate the ability to make difficult, timely and sometimes unpopular decisions, as well as the ability to listen to, support, and implement subordinate employees’ suggestions and ideas when appropriate.

DESIRED QUALIFICATIONS

  • At least ten (10) years of law enforcement experience.
  • Remain current with all state statutes and mandates concerning law enforcement.
  • Requisite skills include the ability to interact with the community in a positive and empowering manner; possess strong written, verbal, communication and organizational skills.

JOB RESPONSIBILITIES:

  • The Chief of Police directs all activities of the Police Department, including: establishing goals, policies and evaluations, preparing reports, cooperates with outside law enforcement agencies, budgeting and supervising all department personnel.
  • Oversees and manages the Police Department and law enforcement services within the

Village; meets with supervisory staff on a regular basis to clarify mission and objectives; builds a sense of team within the Department; ensures for clear lines of communication department wide; and obtains input on decisions and issues.

  • Patrols the village to preserve law and order, prevents and discovers the commission of crime, enforces traffic and other laws and ordinances.
  • Prepares and presents written reports and documents to staff and the elected officials.
  • Supervises all department personnel.
  • Oversees the recruitment and training of sworn and civilian personnel for the Department, and recommends the hiring of new personnel to the Village Council for approval.
  • Advises, directs and consults with subordinate officers on matters of training, work assignments, work performance, promotions and discipline.
  • Supervises and participates in the application for grants.
  • Ensures fiscal responsibility throughout the budget year.
  • Receives and investigates inquiries or complaints from the public concerning police services and activities.
  • Ensures department participation in community events and promotes the Department’s work to the public through individual contact, addressing civic groups, school groups and other organizations.
  • Performs all law enforcement tasks as needed; follows set emergency plans especially in disaster situations.
  • Sits on the Grundy County Emergency Telephone System Board
