Job Overview
The Financial Management & Comptroller Directorate, Air Force Research Laboratory seeks candidates who will serve as Chiefs of the Financial Management Divisions within the Laboratory.
Immediate vacancies are located at Kirtland AFB and Wright-Patterson AFB; but this vacancy could be used to fill similar positions over the next 90 days.
- Supports enterprise priorities as defined by the AFRL Commander and implemented through the Mission Organization Director and the Financial Management Director.
- Supports mission priorities as defined by the mission organization and financial management functional organization.
- Leads, promotes, and enables financial management work related to budget formulation, budget execution, financial analysis, cost estimation, accounting, financial governance, financial policy, and program control.
- Leads and provides financial management guidance to research and/or scientific teams to foster collaboration, promote synergy, encourage innovation, ensure programmatic rigor, and optimize resources across the S&T portfolio.
- Advises and provides counsel to employees regarding financial management policies, procedures, and directives of senior management.
- Resolves multi-faceted problems spanning multiple disciplines.
- Develops innovative business management approaches and solutions that assist research and/or scientific teams foster an environment of technology exploitation.
- Cultivates and sustains a professional atmosphere of cooperation, cohesion and teamwork.
- Communicates, collaborates, and provides counsel to USAF, USSF, MAJCOMS, COCOMS, HQ AFRL, other services, universities, and industry both nationally and internationally.
- Authors, publishes, and directs authoritative standard operating procedures and decision support presentations to be presented to internal and external senior leaders and officials.
- Directs, coordinates, and oversees work through subordinate employees to provide mission organization and enterprise decision support.
- Serves as the senior financial advisor to the Mission Organization Director, providing analysis and expertise to meet mission priorities and optimize resources.
- Increase enterprise collaboration among Msn Prgs and free up dollars for other critical investments by leveraging other Msn Org expertise, and by defining opportunities to develop cross-msn org technical programs responding to warfighter needs.

Required Qualifications
- United States Citizenship
- Must be able to obtain and maintain a Top Secret security clearance
- This is a drug testing designated position. Incumbent is subject to random drug testing for drug use.
- Applicants must have at least one (1) year of specialized experience at the next lower grade DO-03/GS-14, or equivalent in other pay systems.
- This is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 4 (Advanced) Non-Critical certification in Business-Financial Management (K). The selectee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations
- Relocation costs or other incentives may be available and considered by the organization

Desired Qualifications
- Master’s Degree in business administration, finance, or public administration or related field.
- Specialized experience includes leading teams and managing FM acquisition processes that support investment decisions for acquisition programs. This includes formulating budget baselines; analyzing planning and execution data to provide resourcing recommendations; strong communication skills for distributing guidance and deadlines to subordinate units; collecting/integrating disparate deliverables into a unified, timely and compliant response; strong knowledge of FM regulations that support the DoD acquisition framework; history of delivering fiscally compliant and favorable outcomes for programs and leaders; experience advising General Officer and SES equivalent leaders; experience scoping and implementing business process improvements; demonstrated ability to foster collaborative experiences within the finance function and nonfinance function to achieve common goals; experience creating/adopting digital and automated business and financial tools; and track record of promoting positive, productive work climate for direct reports and others.
