As the Children & Youth with Special Health Care Needs Process Improvement Specialist (HSC 3) you will:
  • Provide leadership for our program to use CYSHCN data and best practices to inform programmatic goals and promote well-functioning community systems and referral processes.
  • Be the primary staff responsible for the administration of the Children and Youth with Special Health Care Needs (CYSHCN) Data System.
  • Lead program planning and contract management for the state network of Neurodevelopmental Centers of Excellence
  • Manage a data share agreement with Health Care Authority to monitor the effectiveness of the CYSHCN data system.
  • Work with the Local Health Jurisdictions and Neurodevelopmental center contractors to implement a new CYSHCN data system and utilize process improvement methodologies to ensure effective implementation.

Responsibilities include, but are not limited to:
  • Manage contracts and budgets for the Nineteen Neurodevelopmental Centers of Excellence (NDCs) and provide senior level consultation to community partners.
  • Develop statewide training content for health systems partners utilizing the CYSHCN data system and identify expanded uses to inform program decision making.
  • Make program recommendations to the program manager and the Office, in partnership with the CYSHCN program evaluator about maximizing the opportunities to utilize the data system and other program contract deliverables to support program objectives.
  • Program lead interfacing with IT on CYSHCN health data system, providing senior level consultation to external partners, attending data system and health informatics related meetings.
  • Partner with NDCs to identify program planning strategies for better aligning their work with public health policy and priorities.

The duty station for this hybrid position is in Tumwater, WA. This position will interact in-person or online with internal and external stakeholders and other agency partners. An alternative work schedule may be considered upon request and supervisor approval. This would need to be a conversation between the hiring supervisor and the incumbent.

The Children and Youth with Special Health Care Needs (CYSHCN) Unit promotes comprehensive, integrated, family centered, culturally responsive and coordinated systems of care. The unit supports a wide range of health and developmental screening initiatives and intervention strategies, diagnosis and treatment, and complex care coordination activities provided through local health jurisdictions, other state agencies, and health programs and plans. The unit works to assure that all Washington State children and youth with special health care needs have the opportunity to achieve the healthiest life possible and develop into their full potential.

Required Qualifications
Note: Experience defined below may have been gained through lived, volunteer, professional, or a combination of experiences. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
  • Option 1: Four (4) or more years of project management or consultative experience in a health services program that preferably focuses on children and youth with special health care needs.
    Option 2: Bachelor's degree in public health, behavioral health, health care administration, social work, public administration, nursing or other closely allied; AND two (2) or more years of project management or consultative experience in a health services program.
    Option 3: Master's degree in public health, behavioral health, health care administration, social work, public administration, nursing or other closely allied; AND one (1) or more years of project management or consultative experience in a health services program.

    AND,
  • Demonstrated experience communicating orally and in writing to diverse audiences.
  • Demonstrated experience with budgeting, contract development, report development and/or grants management.
  • Experience working with data systems and quality improvement frameworks such as LEAN, PDSA, or other quality improvement methodologies.
