General Information

This is difficult and responsible administrative work directing the functions and operations of the city clerk's office including payroll, purchasing and providing assistance to the Prichard City Council; performs fiscal services in the capacity of treasurer.

Walk-ins are welcome. However, priority use of the equipment will be given to those with reservations. Computer stations are limited in order to maintain social distancing and will be cleaned at the end of each timed reservation.

While on site, please take precautions to protect yourself and others from Covid-19 by wearing a mask and maintaining social distance as outlined in the Center for Disease Control (CDC) Guidelines.

Please also note that our lobby has limited capacity in order to maintain social distancing. No more than one person may accompany those using the computers and both parties must remain in the individual kiosk area that was reserved.

EXAMINATION:
IMPORTANT NOTICE TO APPLICANTS. READ CAREFULLY. No written or oral examination will be required. Requirements

MINIMUM QUALIFICATION REQUIREMENTS: Completion of four years of college level course work in public administration, business administration or related field, preferably supplemented by graduate level course work, and considerable responsible administrative experience in local government; or any equivalent combination of training and experience sufficient to indicate ability to do the work.

ESSENTIAL REQUIREMENTS OF THE WORK : Comprehensive knowledge of municipal organization and of individually controlling statutes, ordinances and charter provisions; thorough knowledge of the powers, functions, practices and procedures of the council; thorough knowledge of accounting and general office practices as to ensure ability to carry duties of the particular office to successful conclusion; administrative ability; ability to establish and maintain effective working relationships with government officials and the general public; in larger municipalities, ability to plan and supervise the work of others is also required.

EXAMPLES OF WORK: (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Has charge of the City Clerk's office with responsibility for attending official meetings and keeping minutes of proceedings; keeping records pertaining to affairs of the city; receiving, depositing and having custody of all monies, funds and securities of the city; serving as principal financial officer of the city with responsibility for preparation and maintenance of accounting records and financial statements; disbursing funds; issuing and collecting for business licenses; serves as chief personnel officer for the city and prepares and oversees the preparation of personnel and payroll records; furnishes technical assistance to departments in areas such as management, personnel, accounting, budget, purchasing, data processing and insurance matters; participates in municipal elections; responds to complaints and requests for information from the public; assists in preparation of annual budget; coordinates activities between the council and mayor. Has custody of the city seal and is responsible for its use and safekeeping. Receives collections made by other departments and deposits them in the correct account; performs related work as required.

DISTINGUISHING FEATURES OF THE WORK: Duties include a wide variety of administrative functions of the city government, performed under general direction and being largely guided by statutory requirements, ordinances and broad policies laid down by a council, but involving individual responsibility for their interpretation and application. The City Clerk - Treasurer serves as treasurer of the municipality. Directs and supervises the activities and personnel of the office.

MEDICAL EXAMINATION: Eligibles selected for appointment must meet the established medical and physical standards for the class of work. The medical examination must be by one of the physicians designated by the Personnel Board. Appointees must bear the cost of the examination.

The Mobile County Personnel Department reserves the right to limit the number of applicants summoned for interview. In such instances, a preliminary appraisal of qualifications, as indicated by the completed application, will be utilized as a guide in the selection of candidates to be summoned.

A "Practice Test Seminar" is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
