The City of Santa Barbara operates under the manager-council form of government, wherein the elected City Council appoints a City Administrator to oversee the day-to-day operations of the organization. The City Council is comprised of a Mayor and six Council members, all of whom are elected to serve four-year terms in nonpartisan elections. Each member of Council is elected from one of the City's six districts, while the Mayor is elected at-large.

THE
POSITION
The City of Santa Barbara
Community Development Department is seeking a motivated, dynamic and knowledgeable
City Planner. Under administrative direction of the Community Development Director, plans, organizes, manages, and directs the work of the Planning Division; develops policy involving the interpretation of complex laws, rules, regulations and sensitive, and often controversial, land use issues; participates in major current planning, advanced planning, design review and historic preservation, special studies, and zoning functions of the City; leads major studies and projects; manages staff, programs, contract services, and division budget; makes presentations and provides staff support to the City Council, Planning Commission, other boards and commissions, and outside officials; and performs related duties as assigned.
Distinguishing Characteristics
The City Planner acts as division manager and has broad responsibility for planning policies, programs, and services within the City, under the guidance of the Community Development Director. The position requires a thorough knowledge of physical, social, and economic principles of urban and resource planning and the ability to integrate diverse planning activities with the overall objectives of the community. The City Planner is distinguished from the Principal Planner by its broader knowledge of environmental, regional, and community planning and zoning laws and regulations, municipal budget practices, and Planning Division administrative duties.
EMPLOYMENT STANDARDS
Knowledge of
:
- Applicable federal, state and local laws, rules and regulations, including state planning laws, Subdivision Map Act, California Environment Quality Act, California Coastal Act, Brown Act, Local Government Reorganization Act, and National Environmental Policy Act.
- Theories, principles, procedures, standards, practices, information sources and trends in the fields of current and advanced planning; land use, physical design, demographic, environmental, and social/economic and statistical analysis techniques applied to municipal planning.
- Application, modification, and inter-relationships among laws, rules, ordinances, policies, guidelines, procedures and practices associated with municipal planning.
- Terminology, symbols, methods, and techniques used in planning and planning exhibits such as site plans, grading plans and architectural elevations.
- Local government organization and the functions and practices of a municipal planning unit.
- Research methods and statistical techniques and applications related to municipal planning.
- Project management principles and program evaluation practices.
- Principles of staffing, selection, training, supervision, evaluation and discipline.
- Budgeting practices
- Contract administration practices.
- Customer service principles.
Skill in:
- Operate computer hardware and use information systems and related word processing, database, spreadsheet, and graphics presentation software programs; operate a calculator.
- Use software programs for word processing, database creation, spreadsheets, and graphic presentations.
- Operate a motor vehicle.
Ability to
:
- Select, train, supervise, coordinate and evaluate the work of division staff.
- Perform and coordinate technical current, long range, and project-planning activities, such as the research, collection and analysis of data and information; prepare reports and recommendations pertaining to complex issues.
- Interpret laws, rules, regulations, policies, guidelines, procedures and practices maps, specifications, census data, site and building plans, graphs and other statistical data.
- Plan, organize and complete projects and lead and motivate staff to meet established deadlines.
- Conduct analyses and make accurate recommendations based on study findings.
- Direct the preparation of visual displays, such as maps, graphs, and statistical charts.
- Establish and maintain cooperative working relationships with City Council, Planning Commission, advisory committees, community groups, governmental bodies, the media, general public, staff, outside agencies, applicants, and others contacted in the course of the work.
- Represent the City effectively in meetings with City Council, Planning Commission, other boards and commissions, community groups, outside agencies, the media, and the public.
- Exercise sound independent judgment within departmental guidelines.
- Prepare clear, concise and complete technical planning documents, reports and correspondence.
- Make effective public presentations.
- Work independently.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Seven (7) years of increasingly responsible professional planning experience, three (3) of which include supervision
Education and/or Training:
Bachelor's degree in Urban or Regional Planning or a closely related field.
A Master's degree in Urban or Regional Planning, Public Administration, or additional coursework or certification in environmental, advance planning, or professional studies through the American Institute of Certified Planners, or similar organization is highly desired.
License, Certificate and/or Other Requirements:
A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. Ability to work extended hours.
