COLLECTOR - TAX PROGRAMS SUPERVISOR

One current vacancy with the Auditor Controller/Treasurer-Tax Collector in Visalia. This recruitment will establish an employment list to fill current and future vacancies with the Auditor-Tax Collector Office. The anticipated life of the list is six months.

This position is responsible to provide lead supervision to the collection unit, accounting and other activities of the Treasurer-Tax-Collector's Office; and to oversee collection of money owed to the County in the area of tax collection.

Typical Duties

Supervise the collection of monies owed to the County as a result of delinquent property taxes: assist in assigning, reviewing, and evaluating the work of collections unit designated staff; supervise the locating and interviewing of individuals with delinquent accounts; investigate non-payment of accounts; explain earnings withholding or other legal actions to defendants, attorneys employers and debtors; prepare audits of delinquent accounts in order to pursue legal recourse; supervise the contacting of individuals by telephone, mail or in person to inquire about reasons for nonpayment; verify conflicting information concerning non-payment of delinquent accounts; document all actions taken; record all payments; interview job applicants, and make recommendations; interpret and apply collection procedures as required by the California Revenue and Taxation Codes, Federal Bankruptcy Code, and U.S. Civil Codes; determine client's ability to pay amount owed and negotiate a repayment plan; assess debtor's payment history and, when appropriate, recommend earnings withholding, liens on personal property or other legal action; explain case action to demanding, complaining witnesses or debtors; identify and, if appropriate, diffuse potentially dangerous situations which could occur when confronting an irate tax payer; perform special assignments such as verifying bank accounts and property ownership; file tax liens, physically secure property, and dispose of property in accordance with established policies and procedures in order to satisfy delinquent tax obligation; coordinate responses to notice of bankruptcy; prepare memos, letters and reports.

MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education/Experience:
Equivalent to completion of the twelfth (12th) grade AND four (4) years of experience involving complex collection activities.
Knowledge of: California Revenue and Taxation Codes, Federal Bankruptcy Code and U.S. Civil Codes; resources available to locate individuals; interviewing methods and techniques; collection methods and techniques; skip-tracing methods and techniques; caseload management methods; basic math including multiplication and division; principles of supervision and training.

Skill/Ability to:
Negotiate and come to agreement on payment plans and calculate payment schedules; obtain information needed to recommend appropriate legal recourse; supervise the scheduling of work assignments; direct and evaluate the activities of collection unit designated staff; supervise, coordinate and train designated staff; read, interpret, and explain laws pertaining to collection practices; write clear, concise, grammatically correct case narratives, reports, records and letters; establish rapport and maintain effective working relationships with co-workers and the public; use patience, tact and courtesy in dealing with people in various circumstances and under emotional stress; maintain systematic and accurate records; verify information obtained from clients; research, collect, organize and maintain resource and all other information; maintain confidentiality of all information and materials;

Conditions of Employment:

  • Possession of, or ability to obtain, an appropriate, valid California driver's license.
  • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
  • An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
  • Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
