Community Development Operations Manager (Open Until Filled)

Summary
The primary duties of this position are to assist in planning and reviewing the activities and operations of the Community Development Department (“Department”), including, but not limited to, activities of the building, planning, on-site and compliance programs. The position leads and contributes to special projects and reviews and prepares documents for County Court consideration. Participates on the Department’s management team and assists in preparation of Department’s budget and response to staffing needs.

Operations
- Performs management and administrative duties, including special projects, financial management, record keeping, and providing informed and confidential assistance to the Community Development Director (“Director”).
- Manages, coordinates, prioritizes, and monitors the activities of assigned staff; develops recommendations for performance improvements. Assists the Director, Building Official, and Planning Manager with planning for department needs, including, but not limited to, identifying staffing needs.
- Analyzes and recommends to Director updates to policies, procedures, forms, and work methods to increase efficiency of operations within the Community Development Department.
- Meets regularly with assigned staff to resolve priorities, workload, resource allocation, technical issues, quality standards, and services; monitors workload and assures that quality and timeliness standards are met.
- Assists the Building Official in administering the Building Department; ensure assigned staff are trained on policy, procedures and processing requirements for the Building Department related to permitting and licensing.
- Monitors and reviews documents and files, including accounting, budgets, payroll, contracts, grants, and expenditures.
- Prepares, reviews, and approves purchase orders, work orders, and vouchers; processes accounts payable invoices for payment and reviews monthly financial reports. Assures compliance with County and Department procedures, standards, and goals.
- Coordinates with the Building Official, Planning Manager, and Director to establish fee schedules for the Department.
- Counsels the public on problems, questions, and complaints regarding Community Development Department’s permitting programs.
- Serves as the in-house expert on the Department’s data management software (currently Accela epermitting). Coordinate with the provider (e.g., State ePermitting) on any issues, changes or updates.
- At the request of the Director, Planning Manager, or Building Official, participate in pre-application conferences for building, land use permits, or other similar meetings.
- Assists in budget preparation for the Community Development Department.
- Maintain archival records according to the State Archive rules for the Community Development Department.
- Prepares information and reports to assist with administrative decisions and policy revisions.
- Tracks Department issues and assures that action items are resolved; provides information where judgment, knowledge, and interpretation of County policies, procedures, and regulations are necessary.

Competencies

- Excellent verbal and written communication skills.
- Knowledge of Microsoft applications including Word, Excel, and Outlook.
- Knowledge of Accela and Oregon epermitting.
- Ability to effectively assess the skills and abilities of staff members to carry out projects.
- Ability to effectively work with employees at all levels of the organization.
- Ability to work with the public in order to effectively address complaints and concerns.
- Knowledge of Oregon State Building Code(s) and administration of building & electrical programs.
- Ability to understand, explain, and apply rules, ordinances, codes, policies, procedures, administrative orders, and other governing regulations.
- Effective cost planning abilities and government budget administration
- Ability to travel as needed.
Supervisory Responsibility
Responsible for supervising the building permit technician team, administrative clerks and other staff as assigned.
Work Environment
This job operates full-time in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
Essential functions are performed in an office environment and in the field requiring sitting, reaching, standing, walking, kneeling, stooping, lifting 25 pounds, grasping, talking, hearing, seeing and repetitive motions.
Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Some duties may require work during evening or weekend hours.
Travel
Occasional travel is expected.
Minimum Qualification
- Minimum of an associate degree.
- Minimum of five (5) years of progressively responsible experience working with customer service in a government setting with knowledge of Oregon State Building Code and administration of building and electrical programs.
- Experience or knowledge of the following are preferred (but not required):
- Oregon land use planning and regulation
- Onsite septic systems
- Project Management skills including identification of project goals, resource needs and establishing schedules.
Additional Eligibility Requirements
- Able to complete a thorough employment and/or criminal history check.
- Valid Oregon Driver’s License
- Final candidates may be required to provide official proof of college degree and certified transcripts (not required for all positions).
