SUMMARY:

Keystone Clearwater Solutions is a values-based organization and a provider of water management, temporary pipeline construction, and other, related construction services. Keystone provides customized water management solutions, including water transfer services, water and wastewater pipeline construction, and produced water management to shale oil & gas, municipal, and industrial customers throughout the Eastern United States.

The Construction Foreman coordinates the daily tasks of a crew of Construction Technicians and Water Transfer Technicians, as applicable, for temporary water pipeline construction projects, including HDPE fusion, layflat deployment, access road construction, pump / tank pad construction, erosion & sedimentation control measure installation, and other related support services. The Construction Foreman partners with the Project Manager and Managing Director (or Superintendent, if applicable) to understand schedule, safety, cost and quality requirements for the project, and also assists the Superintendent with scheduling equipment relocations and material deliveries. This position is responsible for meeting customer requirements as well as company, regulatory, and budgetary requirements in an efficient manner. The Construction Foreman must maintain proper communications with customers at all times.

Education/Qualifications

Essential:

1. Graduated from a standard high school or GED or have equivalent experience.

2. A minimum of 2 years of prior experience in pipeline or building construction, construction project coordination or project management.

3. Ability to read, understand and execute construction drawings and specifications

4. Ability to manage subcontractors and subordinates.

5. Ability to build, update and manage a construction schedule.

Desirable:

1. 5 - 10 years of construction experience in the pipeline or building construction industry.

Requirements/Skills

Essential:

1. Good understanding and working knowledge of construction operations and equipment.

2. Superior mechanical and construction trade skills, particularly with respect to pipelines, flow and pressure of water, valves, fittings and system controls.

3. Ability to operate light construction equipment (i.e., forklift, skid steer, dozer, mini-excavator, fusion machine, etc.)

4. Ability to set-up and run all aspects of a typical water (or sewer bypass) pipeline construction project.

5. Possess good and effective oral and written communication skills with individuals at all levels, including customer representatives.

6. Possess ability to effectively manage projects, supervise, train and develop employees.

7. Ability to write legibly and intelligently, with basic math, spreadsheet, email and word processing skills using a mobile device (e.g., smartphone, laptop, I-Pad or the like).

8. Ability to prepare and submit accurate and complete daily and weekly administrative reports/documents (field tickets, equipment reports, time sheets, and related compilations)

9. Ability to read and follow directions provided by Project Managers, Directors and customer representatives.

10. Experience with estimating; monitoring and forecasting project and capital costs; and, scheduling of manpower and equipment needs.

11. Valid driver’s license.

12. Must be able to successfully complete DOT Physical.

13. Prior personnel and project management experience.

14. Ability to work in a constant state of alertness and safe manner.

JOB DUTIES AND RESPONSIBILITIES:

· Reports to and takes direction from the Managing Director (and Superintendent, if applicable) and Project Manager.

· Review daily tasks and assignments with Construction Technicians. Works to execute plans with the equipment and personnel on their crew.

· Communicates with the Managing Director (and Superintendent, if applicable) and Project Manager regarding daily progress and any safety, quality, or schedule issues.

· Oversees day-to-day operations of their crew in conjunction with the Project Manager / Managing Director.

· The daily tracking and reporting of quantities installed, equipment usage, equipment condition, daily cost of equipment, labor cost and time (including overtime and per diem), HSE reporting and leading JSA/Tailgate safety meetings

· Coordinating equipment deliveries, ensuring scope adherence for project, ensuring SOP compliance for all project tasks, coordinating project sequencing, staff/crew scheduling, determining call off days

· Informing Keystone Project Manager and Managing Director of project status and communicating information on schedule and change orders to customer

· Compile all HSE BBS submissions and assign actions to complete based on the findings, develop a weekly HSE JSA topics schedule, delegate the leading of those meetings

· Ensure that the SSE ratio is compliant with company and customer expectations, ensure that mentor program is working according to KCS expectations

· Coordinate equipment repair and maintenance

· Coordinate and manage subcontracted activities related to tree clearing, road improvements, access road construction, paving, concrete, and electrical improvements, as examples.

· Ensures project conformance with all safety standards, codes and best construction practices.

· Documents daily jobsite activity and schedule via field tickets and time cards.

· Sets up and maintains an organized job site.

· Partners with appropriate personnel to order truck and equipment as needed.

· Complies with objectives of company H&S policies and OSHA programs.

· Promotes and ensures job site safety, encourages safe work practices, and rectifies job site hazards immediately.

· Maintains positive relationships with customers, contracts, suppliers and other site personnel.

· Advises personnel on labor issues including safety, security, employee relations, scheduling and training.

SUPERVISORY RESPONSIBILITIES:

Supervises subordinates. Carries out management responsibilities in accordance with the organization’s policies and applicable laws.

· Ability to lift and / or carry up to 75 pounds on a daily basis.

· Ability to walk on uneven, slippery and muddy conditions

· Ability to operate and maneuver on and off an all-terrain vehicle throughout the day.

· Worker will be subject to other physical activities required, to include climbing, bending, stooping, crouching, kneeling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, seeing, talking, hearing and performing repetitive motions.

· Visual acuity requirements include color, depth perception and range of vision necessary to safely perform job functions
