JobTitle – Construction Manager- BOR
This position will support the Bureau of Reclamation with Tribal construction and OM&R programs. The position is expected to start in August and last approximately 2 years. The screening process is lengthy, and deadline to apply is 5/8/2023.

Location – Office space will be provided at Bismarck, ND. Travel for construction site visits throughout the Dakotas will be required.
Period of Performance – 8/15/2023 – 8/15/2025 (24-months)
Responsibilities – The Construction Manager (CM) shall evaluate construction activities, provide overview to Reclamation personnel, provide technical assistance on the Tribal construction and OM&R programs. A tribal rural water program is composed of two components, a Construction program and an Operation and Maintenance program. There are multiple ongoing construction projects and activities occurring within each of these programs. The CM personnel shall keep the Reclamation Program Manager informed of the progress of the work, ensure work is completed within project objectives, train entry level engineers, provide technical review of contract documents, and field activities through written reports and photographs associated with the tribal rural water projects.
Qualifications:
- CM must have knowledge of engineering principles applicable to a wide range of duties sufficient to modify and adapt standard engineering practices to solve a variety of engineering problems as related to water supply, water treatment and water distribution systems, and to address the specialized circumstances/requirements for some projects.
- CM must be experienced in administration of major multi-part contracts and agreements, contracting procedures, budgeting, and financial transaction procedures. CM must be capable of mentoring entry level engineers.
- CM must demonstrate ability to plan, budget for, and schedule construction and Operation and Maintenance activities in order to advise Reclamation s Program Manager on these aspects of the tribal rural water system.
- CM must demonstrate knowledge of construction industry standards, including civil, electrical, and mechanical engineering, at a level necessary to review plans and specifications and when inspecting construction and advise the Reclamation Project Manager regarding the technical aspects of the plans and specification quality and construction actions.
- CM must have knowledge of civil engineering concepts, principles, and practices sufficient to review design drawings and specifications prepared by private firms and advise the Reclamation Project Manager regarding technical aspects of the rural water systems to ensure concerns are appropriately addressed. CM will assist tribes in determining compliance of OM&R and construction activities with the final specifications, drawings, reports, and other contract-related engineering documents.
- CM must have experience applying the requirements and standards for domestic water supply provision; know and understand the applicability of the Federal regulations and standards governing the Safe Drinking Water Act and how they apply to Bureau of Reclamation projects.
- CM must have a minimum of 10 years experience in construction or a related field.
- CM must have experience complying with the regulations for contracting with a tribal nation as established under Public Law 93-638. Reclamation has entered into a P.L. 93-638 agreement or contract with sovereign tribal nations within North Dakota for the construction and Operation and Maintenance of their respective tribal rural water systems. It is critical for performing the work that the CM must understand how P.L. 93-638 regulations apply to both the Bureau of Reclamation and the tribe.
- It is preferable if the CM has experience working with at least one of the tribal nations within North Dakota (Three Affiliated Tribes, Spirit Lake Nation, Trenton Indian Service Area, Standing Rock Sioux Tribe, Turtle Mountain Band of Chippewa).
