Function
Summary
Major Duties and Responsibilities
- Manage utility coordination and relocation schedule and budget for various repair and improvement projects from planning through design to construction.
- Assist the CSrPM with a wide variety of work, including long-range planning for utility coordination and other staffing needs and budget review.
- Supervise, mentor, coach, and train direct report(s).
- Represent the City’s interest on all utility coordination and relocation needs.
- Identify and analyze utility impacts, conflicts, and relocation needs; facilitate resolution, and monitors status of utility relocation efforts.
- Maintain project specific documentation.
- Manage schedule and budget for various repair and professional services contracts for the Construction and Utilities Division.
- Manage site preparation contract invoices and submittals.
- Update project lists and assignments for utility coordination.
- Maintain employee training program. Track certifications and identify training opportunities.
- Update and maintain utility coordination section and others in construction manual.
- Maintain staffing charts and inspector team assignments.
- Assist CSrPM in implementing new procedures, ensuring established procedures are followed.
- Assist in cost negotiation, claim resolution, and use of contingency and change orders.
- Assist in developing contract language, special provisions, and scope of work.
- Represent the Construction and Utilities Division on various stakeholder, technical, and process teams.
- Coordinate right-of-way permitting for proposed private utilities.
- Coordinate with legal team as needed.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
- Excellent communication skills, both verbal and written with the ability to work well with others.
- Excellent organizational and time management skills.
- Ability to communicate in both English and Spanish is desirable.
- Ability to recognize problem sensitivity.
- Builds appropriate rapport and constructive and effective relationships; uses diplomacy and tact and can diffuse conflict comfortably.
- Good problem-solving skills using logic and reasoning based on critical thinking with the ability to make decisions on a timely basis, identifying effective approaches for choosing a course of action and/or developing appropriate solutions within a team atmosphere.
- Knowledge of construction industry standards, materials, methods, and equipment concerned with the construction and maintenance of storm drainage systems and roadway.
- Knowledge of private utility federal, state, and local regulations.
- A working knowledge of City of Charlotte Land Development Standards, NCDOT Standards and Specifications and Charlotte Mecklenburg Storm Water Design Manual is preferred. Proficiency in Microsoft Office Suite products (Excel, Word, Outlook).
Preferred Qualification
- Prefer a Bachelor’s degree in Civil Engineering, Civil Engineering Technology, Construction Management, or a related field; minimum of 10 years of experience in horizontal construction industry with a minimum of five (5) years direct public or private work experience in private utilities, storm drainage, and roadway construction; experience with water line, and sanitary sewer construction is a plus. Direct or indirect street maintenance experience preferred.
Minimum Qualifications
- Associate’s degree and five (5) years of related storm drainage, site construction experience and prior experience with private utilities or equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications may be considered.
Salary
- $72,874 - $91,093 Commensurate with Experience.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
