TxDOT's Wichita Falls District Construction Office is looking for a Construction Records Auditor I, II, III, or IV. This person will work with engineers, auditors, record keepers, and technicians in the field of transportation engineering to review and analyze construction projects and records auditing. Position Description


Audits construction project records and conducts final review; verifies contractor compliance with state and federal requirements and trains others.

Essential Duties for a Construction Records Auditor include:

  • Assists with Federal Highway Administration and departmental reviews of construction records and may act as liaison with this agency.
  • May serve as District DBE Coordinator.
  • Monitors material testing requirements, results, and reports for compliance with specifications and standards.
  • Performs and reviews construction records audits and coordinates with area engineers on monthly and final estimates, change orders, supplemental agreements and work orders.
  • Prepares related correspondence and reports.
  • Tracks material transfers within the district and/or between districts.
  • Verifies contractors' compliance with federal requirements for EEO and on-the-job training, Disadvantaged Business Enterprise and Small Business Enterprise programs.
  • Performs other duties as assigned.

Additional progressively responsible duties for Construction Records Auditors level II, III or IV:

  • Assists area engineers by providing direction and technical expertise in resolving contract administration problems.
  • Performs final review of contracts.
  • Represents the district at meetings regarding contract administration.
  • Trains less experienced recordkeepers and auditors.
  • May serve as lead worker.

Minimum Qualifications:

Education - Construction Records Auditor I, II, III or IV requires:

  • High School Grad or Equivalent in general high school studies.

Work Experience:

  • Construction Records Auditor I: 6 years construction record keeping, auditing.
  • Construction Records Auditor II: 7 years construction record keeping, auditing.
  • Construction Records Auditor III: 8 years construction record keeping, auditing.
  • Construction Records Auditor IV: 9 years construction record keeping, auditing.

(Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Required Competencies for Construction Records Auditors include knowledge of:

  • Auditing and investigative methods, practices and procedures
  • Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
  • Reviewing plans for accuracy and ensuring compliance with standards
  • Monitoring the status and progress of projects
  • Using computers and applicable programs, applications and systems
  • Applicable laws, rules and regulations
  • Ability to communicate effectively

Additional Competencies for Construction Records Auditors level II, III or IV include:

  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • DBE, HUB, SBE
  • Analyzing issues, facts and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
  • Leading, assigning, reviewing and monitoring the work of others

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Repetitive motion - substantial movements of the wrists, hands, and fingers
  • Close visual acuity - work includes data/figures; view a computer screen; extensive reading
