Job DescriptionThis position Provides statistical forecasting and metrics on all aspects of the EBO Program, and will advocate, track, monitor, and reports the utilization of Small, Minority and Women-owned Business Enterprise (SMWBE) firms in the Authority"s Equal Business Opportunity (EBO) Program. The position will ensure contract compliance via data collection, management, data analysis, goal development, and record maintenance. Tracks, monitors and report the Authority"s Prime contractors" performance as it relates to meeting EBO Program goals and requirements. Serves as the primary contact for EBO Program data and metrics. This position also trains internal and external stakeholders on the SMWBE contract compliance processes and procedures and assists with vendor advocacy, outreach events and vendor development. This position reports to the Director of EBO EBO and requires reliability and accountability in all aspects of the defined role. Job Responsibilities

~ Prepares, reviews and monitors Authority"s contracts and agreements to ensure contract compliance with Economic Inclusion policies and procedures.
~ Collects, maintains, monitors and reports SMWBE contract data in accordance with appropriate Economic Inclusion policies and contract requirements.
~ Provides statistical forecasting and metrics on all aspects of the EBO Program.
~ Tracks and monitors contract participation and/or compliance with contract requirements, commitments, and in field activity.
~ Analyzes and summarizes availability and utilization statistical models and compile data and statistics on program operation.
~ Analyzes individual contracts and projects to develop specific goals.
~ Establishes and maintains contact with contract and project managers, inspectors, prime contractors, and subcontractors to provide assistance, information, and/or guidance.
~ Prepares procedures, and other administrative materials.
~ Reviews and participates in the approval process for the SMWBE Subcontracting Plans for contractors, vendors, and suppliers to ensure compliance with the EBO Program.
~ Evaluates vendor, supplier, and/or contractor SMWBE Subcontracting Plans and analyzes plans for good faith efforts toward compliance with EBO Program and monitors progress toward achieving goals.
~ Provides technical assistance to key stakeholders to comply with the EBO Program requirements.
~ Draft conciliatory measures to bring vendor/supplier/contractors into compliance and recommend necessary action to the Director to be in compliance.
~ Develops and recommends formal procedures for the annual review of EBO Program compliance.
~ Maintains the vendor, supplier, and contractor database.
~ Drafts monthly reports on status of EBO Program activities.
~ Reviews award/payment histories to determine the need for additional vendors or suppliers to complete SMWBE Subcontracting Plans.
~ Participates in pre-bid meetings and pre-construction conferences and in SMWBE activities related to expansion goals for the EBO Program.
~ Performs outreach activities for targeted stakeholders, contractors, vendors, and suppliers doing business with the Authority.
~ Participate in the planning and coordination of workshops to disseminate program information.
KNOWLEDGE, SKILLS AND ABILITY -
Knowledge of business administration principles, practices, and procedures relative to business ownership, operation, purchasing, subcontracting, and related areas.
Knowledge of contract compliance, affirmative action, and equal opportunities principles, practices, and guidelines.
Ability to provide assistance to vendors, suppliers, contractors, targeted businesses, and other key stakeholders as needed.
Excellent customer service skills.
Ability to develop and maintain effective working relationships with business contractors, vendors, suppliers, targeted businesses, Authority Staff, and the public.
Excellent planning, organizational and time management skills with the ability to multi-task and prioritize and complete work within deadlines.
Ability to communicate clearly and concisely, both orally and in writing, in English to the public, peers, superiors and subordinates and must be able to read and interpret documents including making public presentations before groups.
Ability to perform mathematical calculations and data analysis, including percentages and business document analysis.
Ability to plan and carry out investigative reviews, analyze findings and provide reports and recommendations.
Ability to maintain records and databases and prepare narrative and written reports and recommendations.
Ability to apply common sense understanding and deal with problems involving several concrete variables in standardized situations.
Ability to establish and implement effective monitoring systems and procedures.
Excellent computer skills and the ability to use MS Office Suite, including Outlook, Word, PowerPoint, with intermediate level experience in Excel.

This position is performed in a typical office environment and is quiet and climate controlled. The position is routinely required to sit, stand, walk, reach, and use hands to touch, handle, or feel and talk and hear; stoop, kneel and crouch. May be required to lift objects up to 25 pounds and of awkward shape, such as cameras and tripods, or other audio-visual equipment. The employee may be required to visit solid waste management facilities and drive to other locations to attend meetings. EDUCATION AND EXPERIENCE
Bachelor"s degree in Business Administration, or related field from an accredited institution with a minimum of two (2) years of experience AND/OR training in statistical analysis and forecasting in contract compliance, contracting, government procurement, or other areas involving applying policies and procedures OR
Associates Degree in Business Administration, or related field from an accredited institution and a minimum of four (4) years of recent experience AND/OR training in statistical analysis and forecasting in contract compliance, contracting, government procurement, or other areas involving applying policies and procedures, OR
Six (6) years of demonstrated training, experience and education that provides the required knowledge, skills, and abilities in statistical analysis and forecasting in contract compliance, contracting, government procurement, or other areas involving applying policies and procedures.
