POSITION OVERVIEW
This position supports the Department of Defense (DoD) Project Manager, Biometrics at Fort Belvoir, VA. PM DoD Biometrics designs, engineers, acquires, deploys, and sustains Enterprise biometric and forensic solutions in multiple operating environments enabling identity dominance on the battlefield and across the DoD. The successful applicant will provide cost analyst support by providing direct support to the product offices. The employee can be expected to develop and maintain cost estimating models; conduct life cycle, return on investment, and cost benefit analysis; review cost estimated submitted by systems integrators; support cost estimating drills; and develop other cost documents as required. The candidate will be expected to develop life cycle cost estimates using the Automatic Cost Estimating Integrated Tool (ACE-IT) model in accordance with current Army policy and Deputy Assistance Secretary of the Army for Cost and Economics (DASA-CE) guidance. The successful candidate should have the ability to: document the facts and assumptions that are used in the cost analysis; produce a Cost Analysis and Requirements Document (CARD); and perform cost/benefits analyses and sensitivity analyses. The candidate should be able to develop rough orders-of-magnitude estimates to respond to various cost requirements/questions and defend the derived cost position to senior Government leadership.
DUTIES WILL INCLUDE: The following tasks/documents/products are required:
- Cost Support to requirements documentation (e.g. Capability Development Document);
- Life Cycle Cost Modeling Automated Cost Estimating Integrated Tool (ACEIT) model;
- Economic Analysis;
- Affordability Assessment:
- Cost Estimates;
- Analyses to support Business Case Analysis (BCA), Return on Investment (ROI)
- Analysis, Course of Action (COAs) development, the annual Strategic Portfolio Analysis
- Review (SPAR), and Acquisition Strategies;
- Data Calls/Funding Projections to support taskers and budget drills
- Develop Independent Government Costs Estimates (IGCE)
- Develop Army Procurement Baselines (APB) and Spruill Charts
- Review historical expenditure records such as contracts and financial reports
- Collaborate with subject matter experts to obtain and validate cost related data
- Support POM and the annual budget development process
SKILLS AND QUALIFICATIONS:
- Bachelor’s degree in mathematics, engineering or business discipline with a minimum of seven (7) years of relevant experience in cost analysis/estimation.
- Master's degree may substitute for two (2) years of experience.
- To be successful, training and experience equivalent to the skills required to meet Defense Acquisition Workforce Improvement Act Level II for Business-Cost Estimating and/or an industry certification from a recognized cost organization (e.g. International Cost Estimating and Analysis Association (ICEAA))
- Experience working in a project management office or the Army Staff are highly recommended.
- Sufficiently skilled at using ACEIT beyond the intermediate level including risk analysis and charts; exceptional skills using MS Excel.
- Must have the ability to apply cost estimating expertise in the following areas:
- Requirements generation process;
- Planning, programming, budgeting, and execution process;
- Acquisition policy documents; and
- Current issues in systems acquisition management.
