Job Description

To manage, monitor, and oversee the financial and administrative functions of the institution in accordance with all federal, state, and local reporting and compliance requirements. This includes managing institutional operations to include (but not limited to) Payroll, Personnel Records, Procurement, Maintenance of the Institution, Food Service, Institutional and Inmate Mail, Institutional Laundry, Inmate Accounts, Inmate Commissary, Fiscal Management, Safety and Sanitation. The Warden serves as immediate supervisor.

Responsibilities:

  • Manages, maintains, and oversees all financial activities.
  • In conjunction with the Warden, responsible for all phases of the budget and fiscal forecasting, including developing, managing, and adjusting the budget.
  • Prepare and analyze monthly, quarterly, and annual reports for Prison Board and County Management.
  • Coordinates in planning, developing and writing Policies and Procedures related to Personnel, Training, Fiscal Management, Inmate Communications, Food Service, Safety and Sanitation, Maintenance and Fire Safety.
  • Audits financial activities to ensure compliance with departmental and fiscal regulations.
  • Directs supervision of Maintenance, Food Service, Administrative, and Financial Staff. Oversees the scheduling of these employees. Oversees the evaluations of all employees under his/her supervision.
  • Oversees, prepares and distributes work schedules from the various departments within the institution and maintains records of staff vacation, sick leave, and other authorized absences.
  • Responsible for supervision of grounds maintenance in conjunction with the County Facilities department.
  • Assess maintenance problems and take appropriate action.
  • Makes regular inspections of the institution, both interior and exterior, to ensure proper standards of safety and cleanliness.
  • Oversees use and operation of all maintenance equipment.
  • Maintains a liaison with various vendors and maintenance contractors.
  • Negotiates and maintains various service contracts for security equipment, fire suppression and safety equipment, HVAC equipment, maintenance contracts, food service equipment, and office machinery.
  • Maintains a liaison with officials of the court as well as various offices in the county, state, and federal government.
  • Attends various meetings with the Warden, Deputy Warden-Treatment, and Deputy Warden-Security.
  • Be available for twenty-four (24) hour emergency call basis.
  • Provides direction and leadership during a crisis situation.
  • Participates in non-professional counseling of inmates.
  • Supervises the operation of the institutional laundry
  • Attends meetings and training sessions as necessary.
  • Serves on Committees, task forces, or policy teams as required/assigned.
  • Performs other job-related duties as required by the Warden and/or Prison Board.


Qualifications:

EDUCATION/TRAINING:

  • Bachelor of Science in Business Administration or related field is preferred.
  • Successful completion of the PA Department of Corrections’ Basic Training Academy.
  • Training as suggested and/or directed by the Training Specialist and Warden.


WORK EXPERIENCE:

  • Four (4) years of progressively responsible experience in the management of financial and administration functions.
  • Experience in a correctional facility or other residential type institution is preferred but not required.
  • Any equivalent combination of acceptable training and experience. Study at an accredited college or university may be substituted for required experience on a year-to-year basis.
