NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Finance Information Technology (FIT) Division provides support for all facets of DOF’s computer systems, including hardware, software, applications, and data security. FIT delivers information and technology solutions that DOF needs to achieve results.

FIT has an exceptional, career-defining opportunity for a Digital Web Product Manager. The successful candidate will oversee the high profile rebuild and subsequent maintenance of the DOF public website and its micro-sites to create a human-centered, mobile-friendly, accessible experience for all New Yorkers. The DOF website is one of the busiest municipal websites in the country, serving more than 700,000 users monthly and offering up 2.8 million monthly page views. It currently encompasses a lot of information and the rebuild is intended to make its services more findable through redesigning every page, streamlining the content, and aligning the service flow based on customer behavior.

The Digital Web Product Manager's responsibilities will include but not be limited to the following:

  • Lead the design, development, and optimization of web page design and content using HTML, CSS, Bootstrap, Figma, and JavaScript.
  • Meet with senior leaders to communicate how our digital sites are delivering against business goals and secure top-level support for future initiatives.
  • Oversee and coordinate the governance, intake, and implementation of all new product requests and enhancements for the web team to ensure DOF's operational needs are met throughout
the website design, development, and delivery process.
  • Own and drive delivery of the web team's product roadmap, inspiring impassioned engagement with team goals in service of the agency's mission and customers.
  • Collaborate with our business, legal, and editorial stakeholders to create up-to-date, engaging, customer-centered content that aligns with DOF mission and site strategy.
  • Oversee and maintain new build and content creation which aligns with City's new design system and digital language standards.
  • Ensure that the DOF's main site and all its micro-sites are mobile-friendly, meet the highest standards of UX, and align fully with the City's ADA compliance standards for Local Law 26
  • Manage the daily operation of DOF public site, working closely with team members and business staff to resolve issues and updates in a timely manner with quality, consistency, and clear
stakeholder communications.
  • Provide agency-wide guidance governance, consulting and support for all websites.
  • Extract insights from website performance data to re-prioritize services, identify and resolve any design, content, or technical issues, and improve website performance.
  • Audit all websites routinely to ensure accuracy of content and site health, proactively finding and fixing any issues found using different browsers and on different device types.
  • Conduct user research of all page mockups to ensure that content and design are relevant and responsive to our customers needs.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills

  • 5+ years experience managing web designers, developers, and content producers in the build and maintenance of a high traffic website with
micro-sites.
  • 3+ years of experience in web design and front-end development.
  • 3+ years of experience working with Teamsite and/or WordPress CMS platform.
  • Deep understanding of and enthusiasm for user-centered product development methodology.
  • Experience in the setup and management of a team to deliver digital redesign at scale and on time.
  • Proficiency in HTML, CSS, JavaScript, and responsive design.
  • Experience with website design and development frameworks such as Figma and Bootstrap.
  • Strong familiarity with web design systems and UI toolkits.
  • Familiarity with mobile-friendliness, and web accessibility best practices and techniques.
  • Fluency with website analytics tools such as Google Analytics and Google Search Console.
  • Ability to build quick consensus with stakeholders to solve problems creatively and effectively.
  • Strong communication and product/project management skills.
  • Human-Centered Design (HCD) experience is strong plus.
  • Experience with Agile methodology and DevOps processes is a strong plus.
