Job Title: Director of Construction and Network Development
Reports to: Vice President of Network and Fiber Construction
Department: Construction
FLSA Status: Exempt
The Director of Construction and Network Development is a critical leadership role that oversees Outside Plant Design, Planning and Construction. The position is responsible for leading the OSP engineering fiber expansion effort for the FTTx program across the geographic areas that Vexus services. This includes selecting expansion locations that align with company strategic focus and then ensuring that projects are engineered in compliance with company design standards and financial guidelines. This position will interface with many other teams both internal and external to ensure success. The Director will oversee an organization comprised of supervisors and individual contributors to deliver on key financial goals and meet all project deadlines to effectively complete tasks at or below budget. They must be able to set objectives, determine appropriate strategies, and necessary tactics to deliver on key Performance Indicator objectives. This position is responsible for overseeing the engineering of the outside plant segment of FTTx services that include residential, commercial and multi-dwelling unit properties.

- Builds and enhances a strong team that provides results-driven execution of responsibilities to meet the current and future needs of the business
- Manage a fast paced and growing fiber expansion program while examining and implementing efficient processes and proper alignment of roles and responsibilities to deliver on time and optimize cost structure and to determine and we can achieve cost savings.
- Ensures accuracy, timeliness, and consistency of the accounting for project scheduling, project status reporting and budgetary governance.
- Develop, implement and monitor proper project status reporting and establish internal controls as well as key operational management controls.
- Work as the Engineering FTTH liaison to other associated teams (Material Procurement, Construction, Marketing, Sales and Regulatory)
- Monitors and assesses current trends and emerging developments within the Telecommunications industry to ensure the Company’s compliance and preparedness.
- Remains abreast of best practices and trends relevant to Fiber/Network Construction and Design technologies
- Manages and coaches’ employees to increase engagement and strengthen professional development
- Continually strives to develop talent within the Construction organization to promote individual development and career growth
- Work with Sales and Marketing to support new business opportunities
- Build and maintain relationships with market-level OSP Construction personnel
- Perform related duties & responsibilities as assigned/requested
- Intra state and regional travel required > 20%, also regional, and must be able to operate company vehicle. Responsibilities will require evening and weekend work based on business
Knowledge, Skills and Abilities:
- Proven financial acumen with ability to manage and adhere to capital and expense budgets
- Ability to make decisions for large and small scope projects with minimal oversight
- Requires an end to end understanding of OSP, Planning, Engineering and Construction
- Knowledge of FTTH, Copper, HFC and OSP networking, along with a good understanding of external resource sourcing.
- Relies on previous experience adjusted for current circumstances to plan and execute on goals

- Must understand mechanisms for building team performance, create and deliver on key departmental KPI’s

Education and Experience:
- Requires a Bachelor’s degree/Masters with 5 or more years of experience in related field (ie. Construction, Fiber and Telecommunications)
- Fiber Construction experience required
