The Superintendent of Schools announces the following position within the Fall River Public
Position: Director of Maintenance Services
Job Description: This is an administrative position in the Fall River Public Schools, with district-wide responsibilities for maintenance services provided by district employees and private contractors. The Director of Maintenance Services oversees the following employee categories; plumbers, electricians, carpenters, masons, painters, HVAC mechanics, roofers and steamfitters. The Director of Maintenance Services will assist the COO in managing and supervising the priority and quality of work product and reviewing time & attendance, work assignments, and the professional development of the listed maintenance employee groups.
Required Qualifications:
- High school diploma or equivalent
- Possession of valid, state-issued driver's license
- Experience working within a collective bargaining environment. (3 years of supervisory experience preferred)
- Working knowledge of:
- Steam boilers
- Hot water heating systems
- HVAC systems
- Computer-based energy management and lighting systems
- Swimming pool systems, maintenance regimen and chemical treatment processes
- Applicable building, health, safety and Hazardous Materials compliance standards and regulations
- Communication systems
- Working knowledge of MS Office / Google Docs
- Ability to use various management software applications (ex: SchoolDude, Attendance, etc.)
- Demonstrable oral and written communication skills
- A stable employment history with an outstanding record of attendance
Performance Responsibilities:
Maintenance Services:
- Develops, implements and reviews work plans and implements plans for the specific needs of each school facility;
- Reviews work schedules to maximize man-hour efficiencies.
- Oversees the flow of all work requests/work orders related to maintenance services to ensure optimal response in areas including occupied and unoccupied areas of buildings.
- Exercises vigilance for fire alarm & fire suppression systems; maintaining work order history by facility.
- Coordinates the facility assignments of personnel
- Identifies situations requiring 'emergency' action and responds accordingly.
- Any maintenance related Duties or Special projects as directed by the Chief Operations Officer.
Waste Management:
- Coordinates the disposal of waste related to the maintenance department projects and operation.
- Monitors conservation of all resources (including energy) and recommends changes as warranted.
Professional Development Services for Departmental Staff:
- Plan and oversee delivery of appropriate training and retraining staff
- Manages all documents related to maintenance service.
- Coordinates Safety (OSHA type) training and materials handling training for Maintenance Services staff.
Quality Assurance:
- Manages performance evaluations of assigned personnel.
- Inspects and reviews services and work product
Business Administration:
- Develops bid specifications within regulations for procurement of goods or services as needed.
- Manages the identification and selection of qualified, reputable sources of supplies
- Establishes and monitors appropriate inventory level of supplies.
- Processes, stores and archives Accounts Payable and Bookkeeping documents for services.
- Reviews and develops job duties.
- Is responsible for personnel management, compliance with terms and conditions of organized labor agreements, and Civil Service compliance.
- Assists with negotiation of collective bargaining agreements, and implementation of terms as needed.
Budget Development and Prioritization:
- Plans, manages, and monitors budgeting appropriate inventory levels for supplies and equipment for all disciplines.
- Advocates for appropriate staffing, positions, and resources
- Manages and monitors use of overtime as needed, and ensures equitable distribution of overtime.
Capital Planning and Prioritization:
- Provides oversight and planning for lifecycle replacement of equipment.
- Identifies and refers necessary repairs or upgrades to facilities to the Chief Operations Officer.
The Superintendent of Schools reserves the right to waive a position qualification or determine that there is an acceptable alternative to that qualification. If the Superintendent intends to waive a qualification, such intent will be shared with the Fall River School Committee.
Reports To: Chief Operations Officer or his designee
Supervises: Maintenance Department Staff: HVAC Technicians, Plumbers, Electricians, Carpenters, Painters, Roofers, Masons, Steamfitters and Laborers
Terms of Employment: Salary and benefits to be negotiated. Length of the work year and hours of employment shall be established within an individual contract.
Salary Range: $85,000 - $105,000
