Summary:

Director of Outpatient Clinic Programs is responsible for planning, monitoring and enhancing the fiscal performance and clinical quality of all Outpatient and Intensive Outpatient programming at agency behavioral health clinics. Reporting to the Clinical Director, this position shall provide clinical and administrative oversight to the programs with a focus on clinical integrity, increasing referrals, maximizing productivity, driving strong outcomes data, and auditing adherence to documentation standards and requirements. This position will serve as the primary liaison between the agency and its funding/regulatory sources and will proactively pursue new programming and funding opportunities. This position is responsible for understanding and ensuring program level compliance with contractual requirements, oversight and monitoring of existing workflows and processes, and implementation of new workflows and processes. This position provides clinical supervision to the clinic Program Directors/Clinical Supervisors and any clinical staff members whose Program Director cannot provide that supervision, and assists Program Directors in the hiring, management and evaluation of staff members. As a member of the agency’s senior leadership, this role participates in the agency-level strategic planning, oversight and management responsibilities of the senior leadership team.

Essential Duties and Responsibilities:

  • Plan, monitor and enhance the fiscal performance and clinical quality of all Outpatient and Intensive Outpatient programming at agency behavioral health clinics.
  • Ensure the provision of culturally and gender responsive, trauma-informed, person-centered support services that promote client self-determination, personal responsibility, resiliency and empowerment.
  • Coordinate and oversee the weekly clinical schedules in collaboration with the program directors to maximize the productivity of clinical staff across the behavioral health clinics.
  • Monitor productivity of all clinical staff and implement strategies to meet targeted thresholds.
  • Ensure the Outpatient Clinical Programs are compliant with contractual, licensing and accreditation requirements by auditing charts to ensure timely completion of treatment plans.
  • Work with the Clinical Director and the Clinical Performance and Outcomes Director to design, monitor and participate in client chart audits to ensure adherence to all internal and external policies and requirements, including requirements of the CT Substance Use Demonstration (1115 waiver).
  • Oversee clinic outcomes and data collection while collaborating with clinic program directors to implement strategies that ensure consistency in meeting or exceeding targeted thresholds.
  • Strengthen relationships with community collaborative organizations to increase referrals and clinic volume including routine outreach; provide consultation on staffing levels appropriate to clinic volumes.
  • Review weekly clinic activity provided by program directors across all sites and identify areas for growth and change. Report results to senior management and funding sources.
  • Collaborate with billing staff to ensure accurate, timely billing and maximization of claim reimbursement.
  • Maintain contacts with external referral sources, including JBCSSD, DMHAS, and Community Programs to strengthen relationships, increase communication and adhere to contractual obligations.
  • Ensure that reports to funders are completed by clinical staff within required timeframes utilizing uniform and streamlined communication tools and tracking systems.
  • Assist in maintaining DPH and DCF licensing and CARF accreditation, and 1115 waiver certification.
  • Assist with recruiting, training and managing employees across clinical sites.
  • Conduct staff clinical trainings agency-wide as required.
  • Participate in internal and external committees, work groups and trainings as assigned.
  • Identify and participate in the preparation of proposals and grant applications for new or renewed program services.
  • Oversee clinic budgets and financial performance in conjunction with executive leadership.

Required Knowledge and Abilities:

Knowledge Of:

· Evidence-based practices utilized to treat substance use, mental health and co-occurring disorders, including Motivational Interviewing skills

· Fee for Service billing procedures and requirements, entitlements and third-party payers.

· Outcome measures and Quality Improvement processes.

· Electronic Healthcare Record systems.

· General office software, particularly Microsoft Office Suite.

Education and Experience:

· Master’s Degree from an accredited college or university in a Human Services field.

· Active Connecticut licensure - LCSW, LMFT or LPC

· Active Connecticut LADC licensure a plus.

· Seven years of supervisory experience with adult outpatient behavioral health services.

· Experience in JBCSSD- or other state-funded programs a plus.

Other:

  • Must be: ethical, self-motivated, dependable/reliable, and detailed oriented.
  • Must be able to interface easily with staff, other senior management personnel, licensing/accreditation organizations and funding sources.

· Must be able to meet routine office physical demands including climbing stairs, carrying up to 20-pound objects and possessing the dexterity and vision to operate office computers and equipment.

· Must possess a valid driver’s license.
