Bonita House, Inc. (BHI) is a well-respected nonprofit mental health agency with multiple sites in Alameda County and an operating budget of $7.5 million. It was founded in 1971. BHI is also a social rehabilitation agency providing a full range of Medi-Cal services to adults with co-occurring serious mental health and substance use disorders.
Established in 1976, the SIL program provides transitional housing, permanent housing, and case management services to adults in recovery from co-occurring disorders, who demonstrate more preparedness for independent living in the community. The SIL satellite houses seek to establish small communities where residents reside with others in recovery and continue to practice independent living skills. The SIL program offers counseling, psycho-education and advocacy services to adults, assigned by Alameda County Behavioral Health Care Services.

Position Summary:
Under the general direction of the Chief Clinical & Administrative Officer, the Director is responsible for the day-to-day operations of the Support Independent Program, (SIL), Alameda Alliance, Drug Court, and CalWORKs!.
Qualifications:
Required:
- Licensed LCSW, MFT, LPCC or Ph.D. with a minimum of five years’ post licensure experience.
- Minimum five years’ post licensure experience in substance abuse treatment, mental health treatment, or related social services experience, including a minimum of three years supervisory experience working in a community mental health or dual diagnosis program.
- Must demonstrate an ability to work both independently and as a member of the Agency’s Management Team with reporting responsibilities on an as needed basis with the Executive Team.
- Must effectively and efficiently time manage by being highly organized, able to prioritize, plan, delegate and communicate consistently.
- Must be able to maintain a flexible work schedule in accordance with program and management needs.
- Strong written and oral skills to meet Agency expectations of high quality in the areas of service delivery, program structure and employee relations.
- Consistent review and modification of program development including policies, procedures and action plans in order to meet and/or exceed requirements outlined in Exhibit A, audits or accreditation as it pertains to Medi-Cal, CARF, and Agency requirements.
- Must have a State of California Clinical License to practice in good standing and verified by BREEZE
- Must be able to meet the Immigration Reform Act of 1986 requirements.
- Must have valid California Driver’s License and a driving record acceptable by the Agency’s insurance company and is required to utilize one’s personal or Agency automobile to transport clients.
Essential Functions/Skills:
- Provides clinical consultation services to management and staff to optimize client and program functioning
- Familiarize with the Agency E.H.R. system , Welligent, and implement templates across all program areas that meet Agency and accreditation requirements
- Nurture an environment where staffing can reduce paper use to become paper-free with the utilization of the E.H.R.
- Verify consistency, accuracy, thoroughness and timeliness in all direct service billing functions.
- Liaise with the Director of Healthcare Services and prescribing providers in case consultation/collaboration and administrative or operation needs for the programs.
- Prepares budgetary recommendations that meet program goals and provide for effective management of Agency resources.
- Performs other duties as assigned.
- Supported Independent Living Program (SIL)
- Oversee and ensure the day to day operations including but not limited to; clinical consultation, productivity analysis and intervention, and contract obligations are optimized for program success.
- Directs crisis intervention and management service in coordination with the program manager.
- Supervises the Program Manager, completes performance evaluations, and oversees SIL staff in conjunction with the Program Manager.
- Manage all incoming client referral’s and community liaison functions including networking with external stakeholders;
- Oversee and review on a monthly basis clinical assessments including ANSA’s, CQRT, progress notes, treatment plans and transition/discharge plans
- Supervise the review and approval process completed by the Program Manager on all assessments and treatment plans.
- Conduct regular staff meetings and provide individual supervision
- Assist with program development and evaluation including a comprehensive and analytical review of program design while incorporating a method to identify outcomes outlined in Exhibit A.
- Responsible to assist in personnel matters including hiring and terminations, onboarding, and evaluations.
- Alameda Alliance (AA)
- Review, create and operationalize the program to meet contractual agreements
- Ensure sufficient staff oversight and training to guarantee fidelity to the standards of care
- Manage all incoming client referral’s and community liaison functions including networking with external stakeholders;
- Drug Court
- Serve as a liaison with Alameda County Superior Court and other stakeholders to create an intake and referral process that is consistent with contractual obligations.
- Manage the development process of hiring and training staff on competencies related to serving the population.

- CalWORKs!
- Oversees and ensures the day to day operations including but not limited to; clinical consultation, productivity analysis and intervention, and contract obligations are optimized for program success.

- Serve as a liaison with Alameda County and other stakeholders to oversee and ensure consistency with contractual obligations and referrals.
- Oversees and ensures fidelity to Alameda County CalWORKs! standards and prepares for audits including assisting in any corrective actions and/or planning.
- Supervises all incoming client referral’s and community liaison functions including networking with external stakeholders.
- Leads the design, development and implementation of program policies and procedures tailored to meet Agency and contractual needs and program goals.
- Partner with internal and external stakeholders on the implementation of Alameda County’s Care Connect Community Health Record (CHR).
