DSHS ALTSA Public Benefits Specialist 4 In Training

Do you want a career helping others? Join the Aging and Long-Term Support Administration, Home and Community Services in Union Gap or Sunnyside, WA as a Public Benefits Specialist 4.

In this role, you will provide intensive and expert eligibility services to high-risk clients, who are financially and medically dependent upon the full range of Long Term Services & Support, while complying with all confidentiality requirements.

Some of what you'll do:
  • Determine and re-determine ongoing eligibility for Long-Term Services and Support programs
  • Conduct intensive in-person and telephone interviews with the client, client representatives, attorneys, and guardians
  • Recognize and recalculate incorrect payments of grants, food benefits, medical assistance, and long-term services and supports
  • Provide professional case management
  • Input and receive data using multiple automated systems
  • Analyze written and oral information received and legal documents
  • Read and interpret Washington Administrative Code WAC, Revised Code of Washington (RCW), procedural manuals, policies, and policy clarifications
  • Use statewide asset verification and real property database to analyze impacts of real property transfers, quitclaims, and sales
  • Respond to case audits and make required corrections
  • Ensure that limited English proficiency (LEP) clients receive properly translated forms and certified translation services
  • Acts as a mandatory reporter and make referrals to Adult Protective Services and Fraud Investigations as needed
  • Attend and participate in unit meetings, all-staff meetings, training, and other meetings as required by the administration. Some travel may be required

What we're looking for:

  • Knowledge of department rules and requirements governing the administration of long-term care programs administered by HCS
  • Knowledge of math and spelling basics with the ability to apply mathematical principles
  • Ability to travel to mandatory trainings and meetings
  • Ability to apply advanced interviewing techniques
  • Ability to learn and adapt to frequent policy and procedure changes
Duration of Training Plan: At conclusion of this in-training period, the Public Benefits Specialist (PBS) must meet the required qualification of the goal class.

Based on satisfactory completion of the respective steps in the plan, the incumbent promotes to the classification level for the next step until reaching the goal class.
  • Step 1: 6 months at PBS1 Level
  • Step 2: 12 months at PBS2 Level
  • Step 3: 6 months in PBS4 Trial Service Period
  • Goal Class: Public Benefits Specialist 4

Who should apply?

A bachelor’s degree or higher AND twelve months of experience as a Public Benefits Specialist 2 determining eligibility for long-term care services.

OR

Experience examining/processing loan applications, medical insurance or rehabilitation claims, unemployment insurance claims, or a job providing staff support in financial eligibility determination, or in a job analyzing, verifying, and evaluating financial data and information, will substitute year for year, for education and experience.

Out-of-state experience conducting financial eligibility determination for public assistance to include financial, medical and food benefit programs will be considered toward experience.
