COUNTY OF ANTRIM
DESCRIPTION OF ESSENTIAL DUTIES

TITLE: EMERGENCY SERVICES COORDINATOR

Under the supervision of the County Administrator, is responsible for coordination of all mitigation, preparedness, response and recovery from natural and human-made disasters within Antrim County. The Emergency Services Coordinator will review, update and maintain the Antrim County Emergency Action Guidelines. The Emergency Services Coordinator will be responsible for the coordination and utilization of all resources in the County in an emergency or disaster situation, and to provide a means through which the Antrim County Board of
Commissioners may exercise the authority and discharge the responsibilities vested in them by resolution and Act 390 of the Public Acts of 1976, as amended. The Emergency Services
Coordinator shall comply with the standards and requirements as established by the
Department of the State Police, Emergency Management Homeland Security Division (EMHSD), under the authority of the Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Review, update and maintain annually the emergency operating plan and its annexes with the corresponding annex head. Present changes to the chair of the county board of commissioners. Distribute copies of the Emergency Action Guidelines (EAG) and updates as necessary.

2. Specify departments or agencies which must provide an annex to the EAG or otherwise cooperate in its development.

3. Identify departments and agencies to be included in the EAG as the disaster relief force.
4. Update the County resource directory to include annual agreements, contractors and community service organizations for equipment, availability of trained persons, and materials needed during times of disaster.

5. Assist the Chairman of the Board of Commissioners in implementing the EAG.
6. Open the Emergency Operations Center (EOC) in the event of an emergency/disaster.
7. Coordinate the recruitment, appointment and utilization of CERT and volunteer personnel.
8. Assure the Emergency Management Program meets eligibility requirements for State and

Federal aid.
9. Coordinate and/or conduct training and exercise programs to prepare the disaster relief force within the County and test the adequacy of the EAG.
10. Through public information programs, educate the population as to actions necessary for the protection of life and property in an emergency or disaster.
11. Oversee the implementation of all functions necessary during an emergency or disaster in accordance with the EAG.
12. Coordinate County Emergency Management activities with those of the State and adjacent jurisdictions.
13. Coordinate all preparedness activities, including maintaining primary and alternate

Emergency Operations Centers.
14. Identify mitigation opportunities within the County and encourage departments/agencies to implement mitigation measures.
15. Coordinate with all municipalities and agencies that are part of the Emergency

Management Program in all matters pertaining to emergency management.

16. Acts as staff and takes lead role on the Local Emergency Planning Committee/Local
Planning Team (LEPC/LPT) for developing emergency operation plans for facilities in the
County which use hazardous materials pursuant to federal provisions of the Superfund
Amendment and Reauthorization Act (SARA, Title III). Identifies facilities subject to SARA,
Title III planning requirements and gathers data relevant to emergency planning requirements and to determine and prioritize projects from stakeholders that will ultimately be submitted to the Region 7 Homeland Security Planning Board for possible funding through the Homeland Security Grant Program.

17. Maintain membership on the Region 7 Homeland Security Planning Board and facilitate the selection of an alternate member by the LEPC/LPT.

18. Responsible for the response to emergency calls on a 24-hour basis.
19. Prepares the annual operating budget for the department and tracks expenditures against the budget throughout the year and maintains related financial documentation. Prepares billings to the federal government for matching funds.

20. Meet the annual deadlines for the application and administration of the Emergency
Management Performance Grant (EMPG) and the Hazardous Materials Emergency
Preparedness (HMEP) Planning Program Grant.

21. Stay abreast of and apply for, and administer other emergency services related grant opportunities as they become available.

22. Completes all federal and state forms and activities reports for emergency management.
23. Obtain and maintain professional Emergency Services Coordinator status.
24. Responsible for maintenance of County issued vehicle and other equipment issued to the

Emergency Services Department and the Emergency Operations Center.
25. Coordinate the use of the equipment issued to the department by other emergency service agencies in the County.
26. Works with Human Resources Department to provide safety planning and documentation.
27. Update or facilitate the updating of the Natural Hazards Mitigation Plan.
28. Other duties as assigned.

SECONDARY DUTIES
1. Serves as a member of the 911 Board of Directors.
2. Acts as the Homeland Security Director for Antrim County.
3. Serves on the Antrim County Safety Committee.
4. Serves as Program Manager for the Antrim County CERT.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience: a. Graduation from high school or GED equivalent. Prefer individual with course work in physical sciences, coursework/seminars in emergency management related subjects, communications and data processing. b. Prefer experience in police, fire, or related capacity providing familiarity with emergency response and dealing with governmental entities. c. Prefer experience in emergency management related field.

Necessary Knowledge, Skill and Ability: a. Knowledge and use of email, Microsoft Office Suite and other business applications. b. Ability to operate radio and other communications equipment. c. Good organizational skills.

d. Ability to prepare and analyze reports and emergency plans; ability to carry out required and assigned projects to their completion e. Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationship with other County employees and departments, agencies, business owners and the general public f. Ability to effectively administer the Emergency Operations Center. g. Ability to effectively act as the coordinating agent for County leadership, staff, other emergency personnel and community members in the event there is a real emergency situation. h. Ability to operate listed tools and equipment. i. Ability to communicate effectively, both in writing and verbally. j. Ability to be punctual and arrive to work daily. k. Ability to be flexible and adapt to a variety of tasks and understand priorities and best practices.

SPECIAL REQUIREMENTS
Must possess a valid Michigan driver's license, pass a Safe Drive check, and background check.
Pass a pre-hire physical and drug screen. Criminal history background check is required.

PHYSICAL DEMANDS

Ability to endure long hours the coordination of disaster response may require. Ability to sit for long periods of time. Ability to talk and hear both in person and across communication devices. Regularly required to reach with hand and arms. The employee frequently is required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and be able to talk and hear. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, or crawl. Periodically move items weighing up to 40 pounds.

WORKING CONDITIONS

Works in office is usually quiet and occasionally moderately loud. Must be able to travel to sites throughout the County. Exposure to various types of weather conditions. The noise level in the work environment is usually quiet. The individual may be exposed to moderately loud and possible loud conditions caused by exposure to various disaster situations.

The employee will be subject to periods of high stress due to periodic emergency situations.

This position requires 40 hours per week. Coverage during emergency or disaster situations may cause hours in excess of 40 hours to occur.
