Incumbent serves as Engineering Technician for the Elkhart Public Works and Utilities, responsible for performing inspections of Public Works construction projects to assure all work performed and materials used meet project specifications, and requirements.
DUTIES :
Inspects storm, sanitary, water main projects, and all construction work performed within the public right of way, including Storm Water Pollution Prevention Plan inspections, and completing daily inspector reports.
Performs final inspection of connection to City of Elkhart sanitary sewer and water system, and various other inspections including utility disconnections for building demolitions.
Prepares designs for small drainage, sidewalk, street and utility projects, and inspects completed projects.
Prepares conceptual plans for proposed City projects, as requested by Engineers.
Performs data collection, site inspection, and complaint responses for the City ADA program, including observing and identifying needed infrastructure improvements for ADA compliance.
Transfers engineers’ notes, historical records, and real world construction notes onto files and plan drawings. Manages and develops all standard drawings and drawing standards updates.
Updates maps and records for historical data and GIS implementation by other employees, including maintaining GIS information for tracking all information for current City benchmarks and their history.
Manages all phases of sewer insurance projects, including problem diagnosis, contractor coordination, and project inspection independently with minimal guidance.
Inspects and permits residential driveway construction, revocable permits, and other Right of Way related questions.
Communicates with the public and answers questions and complaints in person, by e-mail, and over the telephone.
Researches and verifies U.S. Geological Survey, Department of Natural Resources, and Indiana Department of Transportation benchmark information.
Assists staff in a variety of other duties, including managing the City’s sewer insurance program, performing survey work, and reducing field work into AutoCAD plan drawings.
Oversees the street materials bid package.
Performs duties of other staff in their absence or as needed.
I. JOB REQUIREMENTS :
Associate’s Degree or B.S. degree in construction technology desirable, with a minimum of two (2) years technical experience or training in general engineering, surveying, and construction practices preferred.
Must be at least 18 years of age.
Ability to meet all employer hiring requirements, including passage of a drug test.
Working knowledge of the hazards and safety precautions common to municipal roadway, sidewalk, water and wastewater treatment facilities and sites.
Working knowledge of standard office procedures and computer software applications used by the department including AutoCAD, Civil 3-D, ESRI GIS products, Asset Management software, and Microsoft Office with ability to apply such knowledge to a variety of interrelated processes, tasks and operations.
Working knowledge of Standard English grammar, spelling and punctuation, and ability to prepare correspondence and detailed written reports, and follow technical manuals.
Knowledge of standard filing systems and ability to create and maintain Department files.
Knowledge of principles, practices, and instruments of surveying, road, sewer, and water construction.
Working knowledge of COE standard construction specifications, ADA, and PROWAG requirements.
Ability to perform inspections, topographic surveys, and construction site surveying.
Ability to read and interpret engineering plans and specifications.
Ability to read and interpret legal descriptions, surveys, plats, and other property records.
Ability to understand and follow safety procedures.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to properly operate standard office equipment, including computer, calculator, fax machine, copier, scanner, telephone, tablet, plotter, camera, and smart phone.
Ability to properly operate a variety of hand and power tools, including hammer, screw driver, wrench, broom, manhole hook, tape measure, smart level, shovel, snow shovel, and metal detector.
Ability to perform arithmetic, algebraic, and geometric calculations.
Ability to coordinate, place, make determinations, and take action based on data analysis.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to effectively communicate orally and in writing with co-workers, other City departments, Planning and Zoning Boards, Street Department, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods often amidst frequent distractions and interruptions, occasionally under time pressure.
Ability to understand, memorize, retain, and carry out oral or written instructions and present findings in oral or written form.
Ability to occasionally work extended hours, evenings, and travel out of town for conferences, sometimes overnight.
Possession of a valid Indiana driver’s license and demonstrated safe driving record.
  • DIFFICULTY OF WORK:
Incumbent performs a limited number of regular and recurring duties, with relationships among them not always self-evident. Incumbent utilizes general instructions, guidelines and rules, selecting the appropriate ones to apply to specific tasks.
  • RESPONSIBILITY:
Incumbent is responsible for proper completion of assigned tasks, with desired results clearly specified. Unusual situations or problems are discussed with the supervisor, and incumbent is responsible for applying standard departmental practices and precedents to individual work assignments. Work product is primarily reviewed for technical accuracy and adherence to instructions and department guidelines.
  • PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other City departments, Planning and Zoning Boards, Street Department, and the public, for purposes of rendering service and exchanging information.
Incumbent reports to an Engineering Group Manager.
  • PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, and in the field, involving driving, lifting/carrying objects weighing over 50 pounds, handing/grasping objects, fingering objects, bending and reaching, crouching/kneeling, keyboarding, speaking clearly, close/far vision, color perception, hearing sounds/communication, sitting and standing for long periods, and walking at will on uneven terrain. Incumbent works near fumes, odors, dust and dirt, in noisy environments, and wears protective clothing and equipment. Incumbent works in extreme temperatures, in high places, in confined areas, and in wet/icy surroundings. Incumbent works with or exposed to irate/hostile individuals, and responds to situations involving potential physical harm to self and others.
Incumbent is occasionally required to work extended hours, evenings, and travel out of town for conferences, sometimes overnight.
