Project Overview
The Rio Grande LNG Project is located at a site south of the Brownsville-Port Isabel Highway and north of the Brownsville Ship Channel in Cameron County near Brownsville, Texas. The Project scope includes the detailed engineering, procurement, construction, pre-commissioning, start-up and testing of a greenfield liquefaction and export terminal consisting of up to five liquefaction units and associated facilities, utilizing APCI C3MR technology.
Position Summary
Develops and implements the Environment, Safety and Health (ES&H) management program on an assigned project. Provides technical oversight of the project’s Marine ES&H compliance activities through identification and integration of applicable requirements into project construction plans and schedules and other field execution activities. Works directly with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in integrating and/or addressing the applicable ES&H requirements in their work products and activities.
Responsibilities
- Implements the project-level safety management program
- Ensures day-to-day Marine construction activities meet project and legislative ES&H requirements and assists Marine ES&H and Construction Supervision on all ES&H related requirements
- Conducts inspections and audits on marine vessels including Dredges, Barges, and Diving Support Vessels’ (DSV)
- Monitors and reviews Diving and Remoted Operated Vehicles (ROV) Campaigns
- Provides assistance to project and construction management in implementing and complying with project safety requirements, and in addressing ES&H issues as they arise during project execution
- Coordinates with and provides technical assistance to other project-assigned functional leads (e.g., engineering, subcontracts, procurement, project controls) with regards to compliance with project-specific ES&H requirements
- Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost
- Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project safety requirements
- Provides support in comprehensive project ES&H planning, safety and health specific plans, project specific mitigation plans, safety and health awareness training programs, and technical and regulatory reports
- Conducts safety assessments/inspections of project construction activities to monitor compliance with ES&H requirements including contractual commitments, laws and regulations, and the project’s ES&H plan
Qualifications and Skills
Basic Qualifications
- Bachelor of Science Degree in a specialized scientific field (e.g., safety, industrial engineering, public health) or process engineering plus 8 years of experience or 12 years of equivalent industry experience in-lieu of a degree
- Advanced knowledge in a field of science, safety/industrial engineering, or related discipline
Additional Qualifications
- Knowledge of safety programs/engineering systems, principles, and methodologies
- Knowledge of national and international safety laws/regulations and regulatory agencies’ regulatory requirements and responsibilities, industry standards/current practices for ES&H, and best management practices for minimizing potential ES&H risks during project execution
- Knowledge of engineering and construction systems, methods, and work processes
- Knowledge of construction planning, estimating, procedures, and execution
- Knowledge of BESH standard computer applications (e.g., IRIS, Velocity EHS, Power BI)
- Experience in managing and/or providing technical oversight of ES&H subcontractors or consultants
- Experience in ES&H assessments/inspection during construction
- Knowledge of hazardous materials and physical risks and the mechanisms to mitigate them
- Skilled in oral and written communication, preferably bi-lingual (English/Spanish)
Other qualifications or requirements, specific experience related to marine works construction activities:
- Knowledge of all regulation related to Marine works, Diving, Maritime Concessions, Towing Plan, Port Work, Water Pollution Control, Professional Titles and Shipping Permits, etc.
- Knowledge in international regulations that are also used by the Maritime Authority SOLAS (International Safety Standards at Sea)
- Proven experience related to the minimum courses required to work on board, emergency and rescue systems (SOLAS), etc.
- Work on water experience (Offshore)
- Operations with naval devices (boats, barges, ships, tugboat work / certifications, Bollard Pull (which are the calculations of towing), Liftings, Bunkering, Safety inspections (we seek to maintain the standards previously approved by the Maritime Authority in the "Resolution of Authorization to Work")
- Underwater works / Diving
- Knowledge of ADCI (Association of Diving Contractors) / IMCA (International Marine Contractors Association) standards
- Salvage activities, work with underwater tools, onshore work, drill shafts, sheet piles, piles, bridges, docks, soil stabilization
- Rescue Diving Emergency Procedures
Additional Information
Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.
This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
