Department Description


Under the direction of the Director of Employee Performance, the Evaluation Supervisor is responsible for working closely with the Director on all components specific to full implementation of the employee and evaluation program. Specifically, the Evaluation Supervisor will be tasked with assisting in program development and implementation. The incumbent of this position will also work directly with executive personnel, central office and school based staff and various internal and external offices to facilitate a streamlined implementation and design of evaluation processes and programs. This position will operate as a conduit to all of PGCPS as it relates to leadership development, professional development and evaluation support for all employees.

Detailed Description


DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Researches and initiates alternative methods or programs for educator observation and evaluation;
  • Coordinates the design and implementation of technological programs to support all evaluation professional development as part of the evaluation process;
  • Coordinates the design and implementation of systemic informal and formal observations for technological evaluation systems;
  • Coordinates and collaborates implementation of professional development related to evaluations;
  • Provides professional leadership in organizing, administering, supervising and training for staff as assigned;
  • Provides professional leadership in organizing, administering, supervising and evaluating evaluation programs for district personnel;
  • Directs the development, evaluation, and/or revision of professional development and evaluation related programs and assumes responsibility for the full implementation of said programs;
  • Coordinates and articulates professional growth plans/program among and between all district offices;
  • Evaluates instructional materials, digital resources, media acquisitions and other instructional materials to support professional development and evaluation for subsequent use at schools;
  • Works collaboratively with unions and Employee and Labor Relations in the development and implementation of evaluation systems;
  • Supervises and leads assigned personnel; performs basic personnel administration duties, including orienting new staff, assigning work, scheduling, disciplining, evaluation, and granting leave;
  • Works with principals and curriculum coordinators to develop plans for assessing and monitoring the impact of evaluation and professional development on program participants;
  • Assists the departmental staff in the planning, monitoring, sustaining and evolving of leadership development programs;
  • Collaborates with the Division of Accountability on key elements of the evaluation program that are related to assessment;
  • Collaborates with various offices to implement and maintain professional development for a system-wide evaluation process;
  • Collaborates with the offices within Curriculum and Instruction on student growth measures and other key elements of the evaluation program that are related to instruction;
  • Organizes certification and training on the Framework for Teaching for designated instructional and administrative employees;
  • Creates and leads the creation of reports that provide and track metrics related to employee performance and evaluation;
  • Collects and analyzes data to indicate trends, patterns and implications in order to convey through presentations and special reports;
  • Coordinates and leads a team of employees in the implementation of evaluation related initiatives; conduct evaluations as directed; and
  • Performs other duties as assigned.

QUALIFICATIONS:

  • Have a proven record of success with qualifying metrics in school improvement during tenure as leader or supervisor;
  • Proactively works in partnership with others to achieve a common goal or necessary objectives; builds rapport and cooperative relationships with others;
  • Vast experience in leading the change process; ability to support and manage multiple programs at the same time;
  • Ability to multitask, organize and prioritize within a fast paced, rigorous environment;
  • Demonstrated ability to work with clients at all levels within an organization; excellent interpersonal and communication skills;
  • Ability to design, implement and facilitate systemic, large-scale conferences, workshops and events for a variety of employees;
  • Must be proficient in Microsoft Office Suite, conducting online training opportunities and other technological platforms and programs (i.e. Oracle, Excel, Google etc.);
  • Thorough knowledge of technological and media platforms to (1) effectively deliver presentations on a variety of subject matters, particularly the Framework for Teaching to a variety of audiences and through a variety of mediums, and (2) to implement and monitor the success of initiatives;
  • Actively leads in a manner that moves the team toward the completion of goals; places higher priority on team or organizational goals than on own goals;
  • Effectively conveys reliable accurate information so that the recipient clearly understands its intent; informs and involves others by sharing important relevant information with stakeholders; and
  • Uses appropriate written, verbal, or electronic communication format to disseminate information.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Master's degree from an accredited college or university in educational leadership, supervision or a related program of study required; Doctorate degree preferred. A minimum of three (3) years of supervisory experience and five (5) years of successful teaching experience required.

CERTIFICATION REQUIREMENTS:

Advanced Professional Certificate with Administrator I Certification required; Administrator II Certification preferred. Framework for Teaching Certification preferred.

SUPERVISORY RESPONSIBILITIES:

Supervises and provides guidance and direction to assigned staff.

ADDITIONAL INFORMATION:

Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
