Job Summary:
The Executive Director of Civil Rights leads coordinated response, prevention and education initiatives pursuant to Title VI, Title IX, related anti-discrimination legislation, state laws, and other relevant statutes and regulations to provide a safe and non-discriminatory learning environment for students. Reporting to the Chief of SS, the ED is responsible for investigations related to Title VI and coordination of investigations regarding Title XI. The ED will also be responsible for recommending policy changes, implementing procedures, and overseeing MNPS’s responses required under Title IX. The Executive Director ensures that district office and school staff receive annual training designed to educate them about applicable civil rights laws and applicable district policies and procedures.

Primary Job Duties/Responsibilities:

Job Duty/Resp. 2: Designs, organizes and facilitates annual civil rights trainings for district and school level staff to educate about applicable civil rights laws. Consistently reviews and updates, or creates, district policies and procedures that further institutional civil rights under federal and state law civil rights under federal and state law.
Job Duty/Resp. 3: Responsible for investigation of all complaints related to Title VI, and other anti- discrimination legislation and state law from or against students from inception to conclusions. Coordinates all Title IX investigations. Provides ongoing updates to Metro Legal staff and appropriate district administrators to ensure that OCR complaints are addressed and any legal action arising from such complaints is handled expeditiously.
Job Duty/Resp. 4: Continually reviews data and seeks to identify patterns of discrimination or harassment in schools and develops recommended measures to address them. Regularly informs the Chief of Support Services and Director of Schools of civil rights issues and concerns.
Job Duty/Resp. 5: Collaborates with Human Resources, Division of Schools, Metro Legal and Communications teams as appropriate for necessary interventions, disciplinary actions, media responses, etc.
Job Duty/Resp. 6: Ensures that the district submits all required reports to TDOE, USDOE or other entities regarding civil rights compliance.
Education and Experience Requirements
Education: Required minimum - Bachelor’s Degree; Preferred - Juris Doctorate
Experience Requirements: A minimum of five years of successful experience in PK-12 public education or regulatory compliance is strongly preferred. Experience facilitating grievance procedures and investigating complaints focused on civil rights is highly desirable.
Skills Required: Comprehensive knowledge of and ability to interpret federal and state nondiscrimination laws, including Title VI and Title IX, and other related laws, regulatory guidance, and policies. Demonstrated ability to work independently and efficiently manage a caseload, and the ability to prioritize. Strong written and verbal communication skills, interpersonal skills and ability to function well in both leader and teammate roles, interacting with colleagues, superiors, and external stakeholders in a positive and constructive manner in stressful situations.
Experience in and awareness of the sensitivity required when interacting with and addressing the needs of a diverse community on sensitive topics.

Meal Deduction – Most Bransford office and district level employee have a meal deduction. They are scheduled 8.5 hours per day and get an hour lunch. Itinerants and retirees get a 30 minute lunch period and therefore do not have a meal deduction. All school based employees will not have a meal deduction.
Travel – Itinerant non-exempt employees who travel will be using the time clock differently than others and are paid for travel time between work locations. Employee does not or seldom travels
Compensatory Time vs. Overtime (Support Non-Exempt Employees only) – Exempt Employee - can not accrue comp or overtime
