Cameo Consulting Group, LLC, on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), is sourcing a an Executive Officer to lead the Center for Substance Abuse Prevention (CSAP). This position is part of the Senior Executive Service (SES). All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.

SCOPE AND EFFECT: The purpose of this position is to serve as the Executive Officer and the Director, OMTO/SAMHSA and as the Director, OMTO. The mission of SAMHSA is to prevent and reduce the impact of substance abuse and mental illness in America's communities. The incumbent is responsible for providing broad policy guidance on the overall objectives and missions of the Management Office including planning, formulating, directing, and evaluating a wide variety of functions relating to the administration and management of the Agency.

Major Duties and Responsibilites

  • The Executive Officer participates with the Assistant Secretary in formulating management policies, goals, objectives, and operation strategies that impacts the entire Agency. Serves as the principal advisor to the Assistant Secretary and other top SAMHSA staff on Agency operations and administrative management matters; management tenets, techniques, and policies; requirements of administrative law and regulations; methods and procedures, human resources (HR) management, including organizational development and analysis, EEO, and IT program. As the senior administrative/management official for the Agency, provides leadership for and oversees the conduct of administrative operations throughout the Agency. Sets priorities for Agency administrative and management programs and projects. Promotes and leads major reviews and discussions regarding improvements in administrative/management operations and processes, working closely with officials and staff from all SAMHSA components. For example, provides direction and advice to all SAMHSA components in ensuring efficient and effective administrative operations and resolving major problems and matters of key administrative policy so that Government resources are efficiently and effectively managed. Through regular and special meetings, correspondence and other means ensures that information or developments in the administrative/management area is communicated to appropriate staff in the Agency.
  • Provides executive leadership and oversight on strategically focused administrative business activities and processes. Work includes the development of Agency plans, policies and reviews relating to continuous improvement initiatives. The incumbent leads the implementation of strategic Human Capital initiatives, E-government, integration of budget and performance goals, Leadership Development, Workforce Analysis and Workforce Planning/Succession Management, security policies, Continuity of Operations and Privacy Act. Ensures that with each process performance indicators for internal controls are addressed as well associated the "risk management" issues. Develops solutions to emerging problems in management of a critical and/or controversial nature and which may impact at higher echelons. For example, develops SAMHSA's workforce development program philosophies and policy concepts. Oversees the development of cohesive, effective organizational development strategies to achieve strategic staffing goals and operational objectives consistent with Agency mission requirements. Acts for the Assistant Secretary in the resolution of problems concerning organization and administration, and to improve agency structure, management policies and techniques. Represents the Agency in negotiation of interagency and inter-departmental agreements involving all administrative lines of operation including the development and implementation of strategic and financial plans associated with administrative operations activities for SAMHSA. Commits the Agency on resource allocation issues involving these matters. Represents the Assistant Secretary in matters of agency operations and management to the Congress, components of SAMHSA, the other health agencies, the Office of the Assistant Secretary of Health (OASH), the Office of the Secretary (OS), the Office of Management and Budget (OMB), the Office of Personnel Management (OPM), and other Federal agencies, and acts on the Assistant Secretary's behalf, including the exercise of delegated authorities. Works closely with direct reports in Division of Technology Management (DTM) and Division of Operational Support (DOS), to ensure focus on sustainability and elevate the strategic importance of sustainability to SAMHSA. Participates with centers and office directors and managers on Agency-wide sustainability initiatives and provides insights on leveraging IT role in the overall sustainability effort. Responsible for creation and implantation of a multi-year Strategic Sustainability Performance Plan as well as monitoring the Agency's performance and progress in this area. Leads Operations Division initiatives, and meet with Agency-wide stakeholders and contract providers on leveraging best practices for green purchasing, the reduction of energy consumption and resource dedication to these initiatives. Oversees the Chief Information Officer (CIO) and Chief Technology Officer (CTO) functions of the agency, including IT budgeting, strategic planning, Enterprise Architecture, and Capital Planning and Investment Control (CPIC). Oversees interfaces with other components such as National Institutes of Health (NIH) Information for Management, Planning, Analysis, and Coordination (IMPAC II), Unified Financial Management System (UFMS), Enterprise Human Resources and Payroll (EHRP), Grants.gov, and other Federal or HHS-wide systems. Oversees all aspects of coordination with the HHS Information Technology Infrastructure Operations (ITIO). Oversees all responsibility for correlation, coordination, and support of the SAMHSA IT program ensuring that effective and broad technology systems are designed to meet Agency mission and where appropriate, become integrated into the Agency and HHS enterprise architecture. Oversees the executive of the SAMHSA program management funds and formulation of special budgets, directing, as needed, the development of justification statements and documents for Department, OMB, and Congressional budget submissions. Coordinates with the Chief Financial Officer (CFO) to assure consistency and integration of Agency program policy in the budget execution.
  • This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP). CSAP disseminates effective substance abuse prevention practices and builds the capacity of States, communities and other groups to apply prevention knowledge effectively.
  • Plans, develops, implements, and reviews disease prevention and health promotion policy related to alcohol and other drug abuse, and analyzes impact of Federal activities on State and local government and private program activities. Provides leadership in establishing and maintaining liaisons within the Agency, the Department and other public and private organizations engaged in related programs. Assess the implications of legislation and other initiatives which may have an impact on prevention activities.

QUALIFICATIONS:

  • Must have gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government
  • Advanced education such as a completed Ph.D. or equivalent doctoral degree.
  • Deep knowledge and passion for substance abuse prevention
  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.
  • Must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below.

Professional/Technical Qualifications (PTQs):

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Extensive experience supporting or implementing community public health initiatives aimed at preventing substance misuse.
2. Extensive knowledge of current substance misuse prevention issues facing states and communities in the country, as well as research, developments and trends relating to the provision of substance use prevention and related mental and physical health promotion services.
3. Executive-level experience leading a large, complex public health initiative, including leading strategic planning, overseeing program development and implementation, coordinating with stakeholders, and being responsible for budgeting, reporting and overseeing staff.
4. Experience engaging in public health policy initiatives to analyze the impact of policies, engage with stakeholders of improving or revising policies, and managing change related to new policy implementation.
5. Extensive experience utilizing data and/or research methods to drive public health programming, such as targeting high risk populations.
6. Extensive experience engaging in community, state and national level discussions on critical public health topics.

KNOWLEDGES REQUIRED

  • Effective performance of assigned duties requires the highest order of judgment, initiative, and sound knowledge of the policies of the DHHS to provide leadership and oversight for planning, directing, and coordinating the activities of the OMTO. The incumbent provides expert executive level advice, guidance, and support to the OMTO and SAMHSA Senior Leadership and other senior managers on key mission critical issues, initiatives, and agency functions to formulate policies, approaches, and plans on a wide range of special issues.   • Provides executive leadership, managerial direction, and supervision to professional, technical and support personnel engaged in a variety of broad substantive issues related to policy and program coordination. Plans work, establishes priorities, and evaluates performance of subordinate staff. Oversees development of the budget for the program activities for which the incumbent is responsible and adheres to the approved budget and financial plan. Expert oral and written communication skills to represent the OMTO in top-level discussions on matters of concern to the Department and provides expert assistance and advice to senior management on critical policy issues, concepts, goals, strategies, initiatives and efforts, as well as impacting regulations. Through regular and special meetings, correspondence and other means ensures that information or developments in the administrative/management area is communicated to appropriate staff in the Agency.
