SUMMARY OF DUTIES:
This position is responsible for human factors and ergonomics leadership in Amtrak safety programs. Specifically, this role will be responsible for developing, implementing, and maintaining an industry-leading Fatigue Risk Management Program (FRMP) within Amtrak as is required per 49 CFR Part 270 and the Rail Safety Improvement Act of 2008. This includes establishing the FRMP Policy Instruction, which guides implementing of the program elements. This role will also offer ergonomics and human factors expertise to improve Amtrak's safety programs and culture.
ESSENTIAL FUNCTIONS:
The Senior Manager of Fatigue Risk & Human Performance (System Safety) will also be responsible for the following:
- When assigned, serve in an acting role for the Director, System Safety Programs
- Act as Amtrak's representative, subject matter expert (SME), and key liaison for employee Fatigue Risk Management (FRM) within Amtrak, the rail industry, FRA, NTSB, and Transport Canada (TC) on 49 CFR Parts 228/270/271 and Transport Canada’s Railway Safety Management System (SMS) Regulations (2015) to ensure regulatory compliance and to develop innovative methods to pro-actively imbed fatigue risk science into safety risk management activities, policies, procedures, including affected labor agreements.
- Develop programs and policies based on results from the bio-mathematical scientific fatigue models.
- Develop full fatigue safety guidelines for all safety-sensitive positions at Amtrak.
- Assisting with Amtrak’s compliance with Transport Canada’s Duty and Rest Period Rules for Operating Employees and FRA’s 49 CFR Part 228 requirements
- Revising and updating Amtrak’s Fatigue Mitigation Plan (FMP) annually as required by Transport Canada
- Provide recommendations for an improved incident investigation protocol to identify fatigue-related factors.
- Works directly with APD Data Analytics and Central Reporting departments for in-depth injury/incident trending and analysis that effectively identifies employee fatigue and its root causes/contributing factors for required Part 270 safety risk management (SRM) activities and Amtrak Senior Leadership awareness displayed in an FRMP Dashboard.
- Assist in developing new fatigue risk management KPIs and metrics to proactively identify hazards and operational risks related to employee fatigue risk.
- Assists in the development of mitigation strategies for areas to be determined of unacceptable risk and/or negative trending
- Works directly and regularly with Amtrak’s Labor Relations, Legal, Medical Services, and agreement work groups to educate, involve, and seek consensus on employee fatigue risk management best practices that achieve regulatory compliance and a better, more positive safety culture based on collaboration.
- Review laws and regulations to identify and interpret regulatory reporting requirements and update procedures as needed
- Assigned special projects, as necessary, to address departmental needs, priorities, and goals
MINIMUM QUALIFICATIONS:
- Bachelor's degree, preferably in Fatigue Science, Occupational Safety and Health, Human Performance (Human Factors), Ergonomics, or Data Analytics. An equivalent combination of education training and experience in fatigue risk management (FRM)
- Experience in analyzing employee fatigue risk data and schedules, performing or assisting with Safety Risk Assessments (SRAs) within an established Safety Management System (SMS)
- Experienced in developing/implementing/analyzing internal safety controls and mitigations in large operating/reporting systems, helpful
- In-depth knowledge and understanding of FRA 49 CFR Part 270 and Safety Management System (SMS)
PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:
- Master's degree in Human Factors, Ergonomics, Occupational Safety, and Health, or a related field
- Certified Professional Ergonomic Certification (CPE)
- 9+ years of experience in analyzing employee fatigue risk data and schedules
- Training and experience in data analytics
- Experience developing or maintaining Fatigue Risk Management programs in the aviation or trucking industries or military
- Project, Process Improvement, Change, or technical management (Manager Fatigue Risk) experience working with diverse employee populations in aviation, rail, or trucking industries
- Railroad or aviation modeling experience
- Excellent technical writing and verbal communication skills, confident in the presentation of simplified technical data and information to Senior Leaders and Executive staff as well as agreement (union) frontline personnel and their leadership
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills
The salary/hourly range is $117,330 - $152,060. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.
