This position also manages a small finance support team that works closely with our customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts across SEA21.

Serco is hiring a Financial Program Manager to support the Finance Directorate in NAVSEA 21 and to work directly with government civilians in Washington, D.C. This position also manages a small finance support team that works closely with our customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts across SEA21.
In this role, you will :
- Develop and implement financial management plans, procedures, and programs to facilitate application of financial resources when preparing budget exhibits, executing funding documents, and preparing budget and execution reports.
- Develop documentation, reports, and project plans and prepare briefings.
- Develop approaches for improving program planning, control, and execution.
- Prepare and analyze budget tracker reports.
- Interact with Senior Level Military and Government officials, participates in communicating status to upper-level management, reviews, designs and implements process changes.
- Lead reconciliation of unexpended funding across various appropriations and fiscal years.
- Assist with Dormant Account Review – Quarterly Audit drills.
- Execute disciplined portfolio and financial management, recruiting, hiring, developing, and retaining a quality technical workforce, as well as executing supervisory administrative functions.
- Develop, foster, and maintain professional, collaborative relationships with key stakeholders, program managers, and other government and contractor organizations.
- Promote a culture of technical excellence, professionalism, mentoring and guidance, administrative compliance, continuous improvement, cross-organizational collaboration, and mission-based commitment.
The current in-office requirement for this position is to match the government customer's Return to Office policy to work in the office and visit the customer in the Washington Navy Yard on an as required basis. Therefore, flexibility to a hybrid work schedule is required.
Qualifications:
To be successful in this role, you will have
:
- An Active DoD Secret Clearance at time of application.
- No sponsorship available.
- A Bachelor’s degree in related discipline and 5 to 7 years of directly related experience.
- An additional 4 years of experience will be considered in lieu of a Bachelor's Degree.
- 20 years of experience in all phases of the Navy’s PPBE processes.
- Experience preparing budget exhibits, POM submissions, and Congressional budget briefings.
- Experience using the following Navy programs:
- Navy Enterprise Resource Planning (N-ERP);
- NAVSEA Enterprise Planning System (NEPS);
- Program Budget Information System (PBIS); and
- ADVANA and Electronic Data Access (EDA).
- Advanced Microsoft Office experience including PowerPoint and Excel skills.
- Excellent oral and written communication skills.
- Independent, Self-Starter Skills (does not require continual oversight or direction).
- Excellent time management, communication, organizational, and interpersonal skills.
- Knowledge of DOD and USN Policies and Procedures, specifically including knowledge of the Navy Financial System and understanding of the requirements, planning and budget process.
- Flexiblity to travel up to 10%.
Desired experience and skills:
- Masters degree or equivalent experience.
