We are currently seeking a Foreign Disclosure Analyst to support our Patuxent River, MD customer. Foreign Disclosure Analyst responsibilities include the following:
- Conduct analysis and facilitates release requests for Classified Military Information (CMI) and Controlled Unclassified Information (CUI) to PMA-299 International Partners
- Provide support and guidance to the PMA-299 Foreign Disclosure Officer (FDO) in developing, updating, and analyzing the current disclosure policy for International Partners
- Conduct analysis on Letter of Requests (LOR), Letter of Offer and Acceptance (LOA), Price and Availability (P&A) for existing and potential PMA-299 International Partners
- Correspond with PMA-299 FMS Leadership and PMA-299 FMS Case Management on existing foreign disclosure priorities and release requirements
- Interpret existing disclosure policy (i.e., National Disclosure Policy and associated Policy Statements, Technology Transfer and Security Assistance Review Board (TTSARB), Record of Actions, LO/CLO Decision Memorandums, etc.)
- Review Disclosure Policy requirements and liaison with Subject Matter Experts (SMEs) to develop supporting policy documentation
- Analyze and provide recommendations regarding Third Party Transfers (TPTs) to Navy International Program Office (NIPO) Disclosure Division
- Assist in the development of PMA-299 International Programs Security and Disclosure Training
- Responsible for upholding and briefing the PMA-299 International Programs Security and Disclosure Training semi-annually
- Correspond with various Subject Matter Experts (SMEs) to ensure information requested for release is within the parameters of baseline MH-60R configuration requirements
- Foreign policy research to include coordination with NIPO, Army, Air Force, and relevant multi-national consortiums and cooperative agreements.
- Provide disclosure and export compliance support to the Foreign Disclosure Officer (FDO) by analyzing current disclosure policy (TTSARB, R/A, LO/CLO Determinations) for new and existing International Partners
- Knowledge of Naval foreign disclosure requirements, sanitization, and best practices per the Foreign Disclosure Manual
- Basic PMA employee training on what information sharing and activities require disclosure release, as well as IPT-specific training for those with embedded CPP or PEP foreign nationals
- Assist Foreign Disclosure Officer with general questions on procedures and documents
- Review and prepare Foreign Disclosure requests in support of FDO
- Maintain record of all disclosure releases in support of the FMS Country Cases
- Research, coordinate with, and maintain a database of stakeholders and capability-owning authorities
- Collaborate with FDO and Technical SMEs in the development of program office policy requests
- Coordinate with FMS Training, PMA-205, industry, and fleet training facilities on the development and release of FMS courseware and other training requirements
- Support foreign national meeting participation, extended visitors, and Contact Officers
- Maintain and participate in PMA Security SOP, PPP, SCG, and overall program office security requirements and requests as necessary
- Other duties as assigned
Minimum Education Requirement: Bachelor’s Degree or Allowable Substitutions, which includes an additional six years of work experience for a non-degreed candidate or an Associate’s Degree and four years of additional work experience
Minimum Experience Requirement: Three to ten years of experience with the ability to demonstrate a working knowledge of DOD SAP policies and procedures relating to FMS. Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI), and Request for Proposal (RFP) is required.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
