BURLEIGH COUNTY HUMAN SERVICE ZONE

Summary of Work


The Children & Family Services Department provides or accesses a wide range of services for deprived children and families. Under supervision of the Child Welfare Program Manager, this position (08-6623) is responsible for program oversight, service delivery, and daily operations of Foster Care Services for the Burleigh County Human Service Zone. The Foster Care Services Unit provides wraparound case management and support services to families with children in foster care or at risk of out-of-home placement.

Duties and Tasks

  • Develop, implement, and administer policies and procedures to meet the agency, program, and unit goals and objectives
  • Interpret and apply complex state, federal, agency, and other program laws and regulations to ensure overall program compliance
  • Direct supervision of unit staff including participation in the hiring, evaluation, and disciplinary processes; Establish and maintain a positive, productive, and professional work environment
  • Organize, assign, and monitor overall work activities and performance of the unit in relation to agency, program, client, and community needs
  • Facilitate development of employees’ skills through regular supervision, training, support, and development; Provide daily guidance for client and case management
  • Participate in the agency’s on-call emergency services, supervising the receipt of reports of child abuse and neglect and facilitating emergency crisis intervention, assessment, and services.
  • Participate in and provide training, education, outreach, and agency representation to agency staff, community partner organizations, clients, stakeholders, and the public
  • Maintain administrative support and oversight for program records, data collection, audit participation, quality assurance, and overall program integrity
  • Provide professional agency representation and outreach efforts to boards, stakeholders, and other community groups as required or requested

Minimum Qualifications


Human Service Program Administrator IV (SC7006)

Requires a bachelor's degree in Social Work, Psychology, Sociology, Counseling, Human Development, Education, Human Services, Child Development and Family Science, Human Resource Management (human service track), or Criminal Justice.

Requires three (3) years of child welfare work experience as a professional case manager or child protective services worker.

Also requires one (1) year of lead work or direct supervision of staff in a health or human service program area.

A master's degree in one of the areas above may substitute for one year of the professional work experience requirement.

Additional Requirements:

  • Candidates must successfully complete a standard background and criminal record check.
  • Candidates must have a valid driver's license with clean driving record, a reliable vehicle for transportation, and adequate auto insurance coverage.

Preferred Qualifications

  • ND Child Welfare Certification
  • A master's degree in a related field.
  • Experience working with children and families in high risk environments.
