Geographic Information System Specialist
Job description
This is advanced technical, sub-professional Geographic Information System (GIS) work performed in the office.
Provides technical and administrative assistance in various technology-based activities in the department including infrastructure mapping and management. Work involves developing and maintaining GIS databases, integrating GIS data into other software, utilizing GIS software to its fullest capacity, preparing maps and GIS documents, and assisting and training users.
The Specialist provides oversight for GIS, departmental GIS operations, and GIS users.
Work is performed with considerable independence.
Maintains the central Infrastructure database. Ensures GIS information is systematically updated and metadata is completed and maintained
Creates maps and databases using the City's GIS and infrastructure management system.
Undertakes special projects relating to existing and emerging technology needed for the department/s operations.
Assists all divisions of the Public Works Department and helps resolve GIS problems
Assists in developing and maintaining Standard Operating Procedures for collecting field data, integrating data into GIS, and creating maps.
Provide timely, accurate responses to requests for services and information.
Develops and provide GIS training for City employees specific to their needs.
Assists with researching, evaluating, and purchasing GIS software and equipment.
Maintains and expands knowledge of GIS technology, applications, software and hardware through research and training as appropriate.
Integrates GIS into other software programs such as asset management.
Assists other departments and governmental offices with coordination of GIS activities.
Provides support for the integration, development and maintenance of internal and external GIS databases.
Undertakes special projects relating to existing and emerging technology needed for department operations.
Performs related duties as assigned.
Associates degree in GIS, geography, or related field with emphasis on GIS; considerable experience in the use of GIS software or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills.
Experience with ESRI GIS products including ArcGIS, ArcPad, and GIS database management is required.
Thorough knowledge of GIS concepts and analytical techniques including computerized mapping, principles and practices of data conversion, manipulation and analysis.
Skill in identifying, analyzing and resolving problems applicable to GIS software.
Working knowledge of such software packages such as Microsoft Office and Adobe Acrobat.
Ability to read and interpret survey notes, plan diagrams, specifications, legal descriptions, maps, deeds and other various owner arrangements, and other legal documents.
Work effectively and efficiently to achieve organizational goals within a team oriented environment.
Must have strong interest in customer service and enjoy working with people with the ability to work effectively both individually and as a team member.
Exercise initiative and make independent decision.
Training experience in helping non-technical users to implement and apply new technology systems.
Prepare and maintain complex reports and records.
Knowledge of contract management and negotiations, budget, purchasing and bidding, computer technology, project management, personnel practices, and planning are necessary.
Must have the ability to prepare and maintain complex reports and records.
Ability to communicate effectively, both orally and in writing, with people on all levels.
Possession of a valid Class D Illinois vehicle operator's license or an equivalent license issued by the employee's state of residence.
Selected candidates must meet a residency requirement, which includes living in the state of Illinois or Iowa and must report within 60 minutes after being called into work for an overtime assignment.

Work is performed mostly in an office setting, though the position requires the ability to go to various offices within the organization. Hand-eye coordination is necessary to operate computers and related office machinery. Frequent usage of keyboard and video display terminal.
While performing the duties of this job, the employee frequently is required to talk and hear. The employee is frequently required to stand, walk, sit, climb, stoop, kneel, and crouch. The employee must occasionally lift and/or move 50 pounds. Specific vision abilities required by the job include close vision and the ability to adjust focus.
