General Description

The Grants Coordinator is responsible for the design and implementation of Toho Water Authority’s grant program including; coordination, administration, accounting, and facilitation of strategic grant funding initiatives. This position will ensure compliance with all applicable local, state, and federal rules and regulations related to grant program administration. The incumbent selected for this position will be expected to perform a variety of technical and specialized functions in accordance with grant program policies and procedures. This is accomplished through research of grant opportunities, assisting in preparing grant applications and submissions in coordination with the department(s) and outside consultants, and overall coordination, facilitation, and management of grant program activities. Successful candidates must be able to multi-task and manage several projects simultaneously and possess excellent organizational and communication skills. This role is an integral part of the Financial Services department and reports to the Financial Manager.

Essential Functions

The duties and responsibilities listed below are intended to provide a representative list of the various types of work that may be performed. Some of the duties include but are not limited to, the following.


  • Administers and manages the organization’s grant program and ensures compliance with all applicable grant provisions, regulations, and statutes in accordance with procurement standards, policies, and procedures.
  • Conduct a comprehensive pre-award and post-award review of grant applications and awards, to ensure conformity and compliance with internal and external policies, procedures, guidelines, and federal, state, and local laws, regulations, and contractual obligations, monitors grant activity, and identifies issues and areas for improvement.
  • Researches and identifies grant opportunities, assists in preparation and submission of grant applications including defining objectives and identifying sources of funding for programs or projects as applicable; secures grant funding and assists the management of approved grants in specified functional and program areas.
  • Aids project managers, and senior management in the analysis of grant and IGA project performance and in the development of corrective measures as required; independently conducts grant analysis to assist staff and project managers.
  • Conducts and facilitates meetings to inform leadership and impacted departments of data/analysis, activities, and progress of the grant program, including prioritization, planning, and scheduling activities to guide program efficiency and effectiveness; develops recommendations for future grant funding based on program review and analysis.
  • Review revenues and expenditures, project status, and relevant financial information to ensure proper expenditures are made for Federal grant projects; monitor grant program budget and expenditures; receive and verify completeness and compliance of invoices and payment authorizations.
  • Monitors and coordinates the administration of post-award grants to ensure that budgeting and administrative policies, procedures, and organization requirements are followed; manages administrative issues and/or budget changes occurring during the award grant period.
  • Develop and maintain grant databases and systems for recording and tracking grant proposals, awards, and related statistical information; creates and distribute standard and special reports, studies, summaries, and analyses, as required.
  • Maintains knowledge of grant funding policies, regulations, and procedures; interprets regulations; disseminates and/or presents changes to departments and advises on the implementation of changes and the impact of changes on funded operations.
  • Establish and maintain relationships with local, state, federal, and national association officials and agencies to obtain and exchange data.
  • Liaise with external grant consultants, internal grant recipients, and external federal, state, local, and private funding agencies to ensure compliance with programmatic and fiscal requirements of applications and awards.
  • Maintains procurement, financial and programmatic files to ensure program compliance.
  • All other duties as assigned.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities will be considered. A typical way to obtain that required qualification would be:


  • Bachelor’s degree in Public or Business Administration, or a closely related field
  • Relevant experience in obtaining grants, administering grants, or in an appropriate area of specialization is preferred.
  • Any combination of education and experience demonstrating the ability to perform effectively in this position will be considered.
  • Must possess and maintain a valid State of Florida Class E Driver’s License

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
