We are seeking an HCEC Program Manager. Reporting to the Deputy Division Director, this position is responsible for directly overseeing CTI’s Homelessness Prevention Programs within the Housing Consumer Education Center (HCEC). The Program Manager of Housing Consumer Education Center is responsible for implementing guidelines and procedures for these programs, managing staff and benefit processing.
Responsibilities include:
- Coordinate, administer and manage CTI’s Homelessness Prevention programs including Housing Search, Special Services, Housing Education Workshops and Housing Stability.
- Facilitate weekly team meetings.
- Provide supervision of staff including recruitment, supervision, evaluation and leadership as well as the coordination of staff training and development activities.
- Develop linkages to internal partners and community partnerships and resources- attend community meetings to promote programs of the HCEC.
- Coordinate HCEC staff in their work assisting clients with applications to RAFT as well as other related programs as appropriate.
- Compile educational materials related to consumer housing issues.
- Ensure compliance with contract guidelines, policies, regulations, goals and objectives.
- Implement, monitor and enhance procedures, data collection and reporting including evaluation and appropriate documentation of work performed.
- Attend community meetings to provide outreach information for the program.
- Provide occasional backup support to RAFT program as needed.
- Provide guidance in case management and customer service activities in coordination with regional partners and within HCEC and the Resource Center.
- Work with CTI’s planning department to ensure accurate data is input into CMS.
- Perform other related duties as assigned.

Qualifications include:
- Associates Degree or 3 years’ related experience may substitute.
- 3-5 years’ experience in non-profit administration, housing, human services, homeless residential or transitional housing programs required. Some previous supervisory experience required.
- Demonstrated leadership skills and proven ability to motivate, organize and convene people and groups.
- Ability to maintain confidentiality within the workplace.
- Strong proven leadership and decision-making abilities.
- Demonstrated ability to handle budgetary matters.
- Demonstrated ability to comprehend and work with complex governmental regulations.
- Ability to effectively supervise, motivate and develop staff.
- Ability to articulate program goals and policies to participants, other community agencies, and vendors.
- Experience in program planning and administration.
- Proficient computer skills required in basic computer software and data collection systems.
- Excellent organizational, interpersonal, oral and written communication skills.
- Sensitivity to the needs of the participant population.
- Good working knowledge of community resources available to low-income individuals and families.
- Excellent crisis management skills.
- Bilingual skills (English/Spanish or English/Khmer) a plus.
- Ability to work effectively with people from a diverse range of backgrounds, cultures, and identities, including underserved communities.
